Position Summary

The Floodplain Coordinator is responsible for managing and overseeing the city's floodplain-related activities including all aspects of the city's participation in the FEMA's National Flood Insurance Program (NFIP) Community Rating System (CRS). This position ensures development compliance with federal, state, and local floodplain regulations, and works to mitigate flood risks. The Floodplain Coordinator will collaborate with local agencies, developers, engineers, and community members to enhance floodplain management practices and increase the community's CRS rating. The ideal candidate will have expertise in floodplain management, the NFIP, CRS regulations, and experience working with local government officials and residents to implement flood risk mitigation.

Position Scope

This is a varied specialized administrative and technical position responsible for administering the city's floodplain management program.

This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.

  • Reviews and evaluates building applications, plans, elevation certificates, specifications, and other pertinent documents for compliance with federal, state, county and local regulations for floodplain management and coastal construction
  • Discusses technical requirements of plans with engineers, contractors, builders, or owners and approves or disapproves, suggests modifications, and requires corrections to applications/plans as necessary.
  • Assists with the inspection of development and buildings in the process of construction, alteration, or repair for compliance with permit applications and requirements related to flood resistant design and construction.
  • Electronically prepares reports and maintains inspection records of work performed and properly enters inspection data, including documents and images using provided hardware and software systems and equipment.
  • Assists in the investigation of complaints regarding floodplain issues.
  • Assists in the coordination of the City's Community Rating System (CRS) and Floodplain Management Program ensuring that the city meets FEMA's minimum NFIP participation requirements Community Rating System (CRS)
  • Initiates, manages, and documents the Community Rating System (CRS) activities, including ongoing education, training, and meetings with other agencies.
  • Assembles, and gathers appropriate data, documentation, and information in preparation for the CRS visits and audits, and maintains the documentation for the community's CRS application, modifications, cycle verification visits, and annual re-certifications. Proactively develops a plan for an improved rating.
  • Understands the functions of other departments, coordinates and gathers supporting information necessary to participate in the CRS program.
  • Conducts reviews of the FEMA Repetitive Loss list for structures located throughout the City.

Answers all NFIP questions posed by citizens, insurance agents, and communicates with the public, as needed.

  • Provides Flood Zone determinations by reviewing and interpreting Flood Insurance Rate Maps.
  • Maintains elevation certificates, flood insurance rate maps, and studies, as required. Â Assists in the coordination of concurrence or acknowledgement of Letter of Map Amendments and Letter of Map Revisions.
  • Implements and presents public program information and outreach programs to the community.
  • Performs other related duties as assigned.

Additional Information

  • There is a one-year probationary period.
  • It is the responsibility of the incumbent to maintain their licenses and/or certifications as a job requirement.
  • Knowledge of floodplain management principles, policies, and regulations.
  • Strong understanding of FEMA's CRS program, including the requirements and eligibility for CRS points.
  • Knowledge of the Florida Building Code, American Society of Civil Engineers (ASCE) -24 and other City laws and ordinances.
  • Knowledge of FEMA's floodplain mapping and insurance programs.
  • Thorough knowledge of national, state, and local laws, codes, ordinances, and regulations regarding construction and floodplain management.
  • Ability to read and interpret blueprints, plans, drawings, specifications, diagrams, etc. to determine conformance with established standards.
  • Ability to read, understand, explain, and apply regulations.
  • Ability to make technical inspections and render valid decisions.
  • Ability to establish and maintain effective working relationships with other employees, agencies, and the public.
  • Ability to use appropriate computer software in analysis, calculations, record keeping, etc.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to prepare clear and concise records, reports, correspondence, and other documentation.
  • Ability to complete forms legibly and accurately.
  • Strong organizational and project management skills.
  • Ability to report to work as directed during an emergency as an essential employee of the City of Sunny Isles Beach
  • Excellent communication, public speaking, and writing skills, with the ability to engage stakeholders and the public.
  • Performs related work as required
  • Some college supplemented by three (3) to five (5) years' experience performing similar duties; or any acceptable related combination of training and experience.

Licenses And/or Certifications

  • Must possess certification as a Certified Floodplain Manager (CFM) or have the ability to obtain the certification within six (6) months of hire.Â
  • Must possess a valid Florida Driver's License.
