Plexos Group is currently seeking a Floodplain Grant Specialist to work with cross-functional work groups composed of internal and external department, local, state and/or federal stakeholders to be responsible for evaluating and estimating the costs of recovery and reconstruction projects following wildfire disasters. This role requires in-depth knowledge of the National Flood Insurance Program (NFIP), extensive cooperation and collaboration with various government agencies and the public on floodplain management.

Responsibilities

  • Strengthen and maintain a professional statewide Floodplain Management Program.
  • Improve the quality of the statewide Floodplain Management Program, ensuring state agency compliance with NFIP regulations.
  • Deliver technical and professional floodplain management training and technical assistance to local community personnel, state agencies, and others, serving as Certified Floodplain Manager to assure NFIP compliance.
  • Serve as an Emergency Management team member in agency response and recovery efforts.
  • Provide technical assistance to a broad range of customers, including state agencies, communities, engineers, property owners, surveyors, and other organizations.
  • Conduct Community Assistance Visits to investigate and assess compliance with the administration of the NFIP.
  • Identify and pursue grant opportunities to support floodplain management initiatives.
  • Prepare and submit grant applications, ensuring compliance with all requirements.
  • Manage awarded grants, including budgeting, reporting, and ensuring project compliance.
  • Collaborate with local governments, state and federal agencies, and other stakeholders to develop and implement floodplain management projects.
  • Monitor and evaluate the effectiveness of funded projects and programs.
  • Maintain up-to-date knowledge of NFIP regulations and other relevant policies.

Minimum Qualifications

The minimum qualifications for this position include a Certified Floodplain Manager (CFM) certification and experience in conducting compliance assessments and community assistance visits. Additionally, candidates should have a background in financial management and budgeting, as well as familiarity with state and federal grant programs related to floodplain management.

The ideal candidate will have a Certified Floodplain Manager (CFM) certification and a proven track record in compliance assessments and community assistance visits. They should possess strong analytical, project management, and communication skills, along with problem-solving abilities, attention to detail, and effective team collaboration. Familiarity with relevant software and tools for floodplain management and grant administration is also important.

  • Ability to communicate effectively (oral and written), as well as to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.
  • Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.
  • Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.
  • Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Extensive knowledge of the National Flood Insurance Program (NFIP) and floodplain management principles.
  • Experience in coordinating with FEMA and other federal, state, and local agencies.
  • Strong communication and training skills.
  • Ability to provide technical assistance to diverse stakeholders.
  • Experience in emergency management and response.
  • Experience in grant writing, administration, and management.
  • Strong organizational and project management skills.
  • Excellent communication and interpersonal skills.
  • Ability to work collaboratively with diverse stakeholders.
