Purpose Of Position
Covenant House Missouri (CHMO) welcomes youth who are runaway, trafficked, at-risk, or experiencing homelessness with unconditional love, absolute respect and a place to call home. Beyond shelter and basic needs, we deliver transformative solutions to help young people ages 16 to 24 build productive, independent and sustainable lives.
The Senior Director of Programs and Services will partner with the Senior Leadership Team to establish the goals, impact measures and strategic direction of Covenant House Missouri's (CHMO) programs and services. The Senior Director of Programs and Services is responsible for all services and program planning, organizing, operating, and staffing-making sure that they are effective, centered on the best interests of the youth, in alignment with best practices and organizational mission, vision, and values, and deliver expected outcomes. The Senior Director of Programs and Services also has responsibility for developing, implementing, and managing the program aspects of the annual budget in conjunction with Managers and Directors.
Essential Duties And Responsibilities
The Senior Director of Programs and Services is a full-time position and reports to the Chief Operating and Impact Officer (COIO). With the COIO and other members of the Leadership Team, this position oversees the programs, services and impact of CHMO in the community.

Organizational Leadership and Program Oversight
This position directly supervises the Associate Director of Program and Services, the Genesis (Emergency Shelter) Manager, the Transitional Living Program Manager, and the Manager of Clinical Services and has leadership oversight of and responsibility for over 40 employees.
Working Relationships
Regular internal contact with all CHMO staff, members of the Board of Directors, outside contact with vendors and suppliers, and regular contact with outside agencies.

Organizational Leadership and Program Oversight
- Strategic Leadership: Provide leadership and input on strategic planning process. Oversee prevention, intervention, and restorative programs and services ensuring quality, efficiency, effectiveness, and impact in alignment with the organization's mission, vision, values, goals, and funding requirements. Ensure measurable objectives, SMART goals, and Key Performance Indicators are met. Provide direction, oversight and management of policies, procedures, protocols, organizational structure, and design to efficiently and effectively execute activities and requirements related to assigned areas of responsibility. Provide guidance and mentorship to program managers and other team leaders to ensure efficient, effective, and impactful service delivery in alignment with mission, vision, values, best practices, program objectives, organizational wellness metrics, and regulations. Lead organization-wide efforts to advance CHMO's commitment to diversity, racial equity, and inclusion and programmatic activities to reflect this commitment. Ensure that all program activities operate consistently and ethically within the mission and values of CHMO.

Collaborate with other departments (e.g., marketing, development, operations) to ensure alignment and integration of programs and services across the organization.
- Encourage Innovation: Create a safe environment where creativity and innovation are encouraged.
- Implement Mitigation Strategies: Developing strategies to minimize risks and ensuring business continuity.
- Adaptability: Adjust strategies and operations in response to shifting conditions, needs, or other external factors.
- Promote Excellence: Facilitate in-house training and education. Provide reflective supervision. Create, prioritize, and meet benchmarks and Key Performance Indicators. Ensure ongoing programmatic excellence, rigorous and continuous evaluation of operational success of departments and programs, communications and systems; recommend timelines and resources needed to achieve strategic goals; execute corrective measures accordingly.
- Collect Data, Monitor Performance, and Report: Oversee the collection and analysis of data to assess program outcomes and impact. Prepare reports for senior leadership, the board of directors, and funders, showcasing program performance and success. Ensure data-driven decision-making processes are in place to continually improve services. Ensure regulatory and ethical compliance; oversee the development and use of monitoring, tracking, and reporting protocols and report out on Key Performance Indicators and organizational wellness metrics. Oversee data for grant, contract, and stakeholder reporting. Promote regular and ongoing opportunities for staff, clients, and partners to give feedback on program operations. Prepare reports for leadership, funders, and board members on program, services, impact, and growth opportunities. Collaborates with Covenant House International (parent organization) on development and implementation of best program practices, outcome and data reporting and other shared services. Ensure that CHMO's program and services are following all state regulations, certifications, and licensing requirements. Conduct program evaluations and impact assessments and use data-driven insights to refine strategies and processes.
- Quality Assurance: Provide consistent focus on quality of services, progress toward goals, and adherence to mission and strategic plan. Identify opportunities for growth and expansion of existing services. Conduct regular program evaluations to ensure they remain relevant, effective, and impactful.
- Forecast: Communicate identified needs to the Chief Operating and Impact Officer and staff, proactively problem solve, and identify potential solutions using critical thinking skills.
- Financial Acumen and Oversight: Prepare and submit an annual operational budget for review and board approval, manage effectively within this budget, ensure continued financial viability of program services, and report accurately on progress made and challenges encountered. Provide ongoing administrative budget analysis, monitoring, financial forecasting, expenditure review, and accountability for programmatic and service expenses to ensure they are executed appropriately and within budget.
- Hiring and Talent Development: Ensure the effective, efficient, and timely on-boarding of new staff in alignment with regulatory requirements. Manage program staff, providing reflective supervision, coaching, and professional development opportunities. Ensure staff have the necessary skills, tools, resources, and support to succeed in their roles.
- Empower Teams & Effective Communication: Inspire, motivate, and empower teams by fostering collaboration, trust, and effective communication. Ensure clear and effective internal and external communication between all organizational departments and functions to foster teamwork and enhance operational success. Lead on cross-functional teams to support communications, problem management and process improvement. Foster a positive, collaborative, and productive work culture within the team.
- Conflict Resolution: Address conflicts timely to maintain a productive and harmonious work environment.
- Mentorship: Provide guidance and mentorship to emerging leaders within the organization to ensure a strong leadership pipeline. Supervise program directors and support direct reports to develop and implement overarching goals, work plans, budgets, and day-to-day program management. Provide direction to staff to handle the programmatic and business transactions necessary for agency; ensure that their efforts are well-coordinated with strategic business goals.
- Transparency: Keep everyone informed about organizational goals, changes, and growth opportunities.
- Succession Planning: Identify and develop internal talent for future leadership roles.
- Build, maintain, and cultivate strong relationships with external stakeholders, including community organizations, funders, government agencies, and other partners with the goal of ensuring enough resources and access to services.
- Represent the organization in external meetings, conferences, and events to promote its programs and services.
- Act as a liaison between the organization and the broader community, ensuring the needs of both are met.
- Advocate for policy changes and community resources that support program goals.
- Ensure that CHMO assumes a leadership position among provider agencies in the ongoing reform of policy and practice within the local child welfare and services for the unhoused and unsheltered community.
- Participate in regional, area or other planning meetings. Serve as a spokesperson for agency programs when necessary.
- Partner with the COIO to represent CHMO with external constituency groups, including community, governmental, and private organizations.

Knowledge, Skills, & Abilities
Education & Experience:
- At least 10 years of professional experience overall, with a minimum of five years of senior-leadership/leadership experience supervising others, supervising other managers preferred.
- Bachelor's degree required. Master's degree preferred in social work, business administration, education, or related field preferred.
- Demonstrated experience that encompasses program measurement and evaluation.
- Experience in a leadership role and non-profit, youth serving or housing focused programs preferred.
- Knowledge of mental health, trauma, substance abuse, homelessness, and the impact of poverty.
- Demonstrates integrity, strives for excellence in their work, and has experience of leading others to new levels of effectiveness and programmatic impact.
- Strong relationship builder and communicator with experience leading diverse work teams, developing an organization-wide strategy for program excellence, engaging community partners, and partnering with Senior Leadership team.
- Experience implementing diversity, equity, and inclusion initiatives; and a strong commitment to racial equity.
- Sound decision making skills.
