Labor Compliance Specialist

Position Summary - The labor compliance specialist is responsible for maintaining and auditing all certified payroll records and labor compliance documents and assist with various labor compliance functions as needed.

Essential Duties and Responsibilities

  1. Monitor and maintain certified payroll and labor compliance documents
  2. Perform periodic internal audits on projects to ensure compliance and inform subcontractors with outstanding compliance items
  3. General knowledge of contracts and labor compliance
  4. Communicate and maintain relationships with subcontractors
  5. Compile information for any third-party requests/audits
  6. Able to analyze and locate payroll errors by issuing requests for missing and revised documents to ensure compliance
  7. Monitor and respond to labor compliance emails and identify urgent issues. Provide guidance on labor compliance with subcontractors.
  8. Familiar with Department of Industrial Relations process with ability to locate necessary information, including DIR certified payroll reporting
  9. Work with LCPtracker, and other compliance monitoring software (eMARS, eComply, LAUSD, etc) to review and approve certified payroll and labor compliance documents.
  10. Ability to verify how prevailing wage is determined per the Department of Industrial Relations
  11. Obtain LCPtracker information sheet from subcontractors, assign contractors to project in LCPtracker along with sending labor compliance packages
  12. Assist with overall needs of the labor compliance department

Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

Education/Experience: A High School Diploma and 2 years of public works labor compliance experience is required.

Language Ability: Ability to read, analyze, and interpret contracts, general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

Math Ability: Ability to apply intermediate mathematical concepts such as overtime and other payroll calculations.

Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

Computer Skills: To perform this job successfully, an individual should have intermediate knowledge of Excel and Word. DIR & LCP Tracker preferred.

Certificates and Licenses: No certifications required.

Supervisory Responsibilities: No direct reports.

Physical Demands: While performing the duties of this job, the employee is regularly required to sit and use hands to finger, handle or feel. The employee is frequently required to talk or hear. The employee is occasionally required to stand, walk, reach with hands and arms and stoop, kneel, crouch or crawl for up to 12 hours per day. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.
