Roles and Responsibilities:
- Leads the Senior Project Management staff for a major capital program in delivering capital projects within approved scope, budget, and schedule.
- Monitors and updates a project control system to provide relevant and timely status reports of project budgets, expenditures and schedules to executive-level staff and prepares the framework for reports to funding agencies.
- Works with Capital Planning group to review and approve budgets, scopes, and delivery schedules for proposed projects and grant opportunities.
- Works with Procurement department to generate contract documents for retaining consultant support services for project development.
- Works with other groups to review consultant-developed or in-house developed delivery documents.
- Works with Business Lines (surface transit and rail operations) to coordinate outages and staging in and around capital projects.
- Works with Capital Construction Management to deliver construction projects from initial advertisement of contracts through project closeouts.
- Works with Government/Community Relations group to seamlessly liaison between NJ TRANSIT and outside agencies including federal, state, local municipalities, public concerns, utilities, other railroads and any other group that interfaces with NJ TRANSIT on capital project delivery.
- Directs the development and implementation of capital projects, new construction, and rehabilitation and improvement projects in the NJ TRANSIT Capital Program through problem solving, coordination and information exchange within NJ TRANSIT.
- Develops and implements best practices and corporate strategic initiatives.
- Ensures the continued development and use of in-house capital project delivery handbook known as CP4.
- In coordination with Human Resources and others, provides leadership in staff development, retention, and recruitment to improve the technical capacity of the Project Management division.
This position supervises:
- Senior Directors
- Senior Program Managers
Education, Experience, and Qualifications:
- Bachelor’s degree in Engineering
- 10 years of applied progressively responsible experience in the application of engineering management principles to the transportation field.
- Experience with leading the design of large scale heavy civil projects is required.
- Experience in directing federally funded projects is required, preferably with experience in railroad works and with FTA/FRA oversight.
- Up to two years of experience may be substituted for a master's or legal degree.
- New Jersey P.E. license is required.
Knowledge and Skills:
- Knowledge of engineering design for heavy civil works, general understanding contract law, Critical Path Method (CPM) scheduling, budgeting and project control systems is required.
- Fluency in Microsoft Office including Project and Primavera P6 is required. Excellent communication skills a must.
Certificates, Licenses, Registrations:
- Professional Engineer License required.
- Project Management Professional certification desired.
