Summary
Join the team responsible for planning, budgeting, funding, overseeing, and developing implementation strategies for the MTA’s Capital Program. MTA C&D Development plays a pivotal role in determining what, when, and how the MTA builds – prioritizing capital investments, evaluating project scopes, establishing the project and program budgets, maximizing external funding opportunities, monitoring and reporting on Capital Program performance; and strategically coordinating packaging and scheduling work to maximize benefits and minimize construction impacts to MTA riders.
The Transit Project Development unit ensures that capital investments provide the best value for MTA customers and agency operations and maintenance needs by facilitating and overseeing the advancement of capital projects throughout their entire project lifecycle. Specifically, Transit Project Development is responsible for planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for NYC Transit capital projects. The unit manages the federal grants process for NYC Transit capital projects.
The Director of Project Development plays a role in managing many of these core activities: monitoring budgetary concerns of the five-year capital program, evaluating budgetary approvals, and monitoring how projects attain their lifecycle commitment and completion milestones by linking project activities to available funding and approved scope.
Responsibilities
- Manage all aspects of budget administration functions throughout the project lifecycle of MTA’s Capital Program. Ensure that budgetary approvals are handled efficiently and in accordance with all applicable procedural and statutory requirements.
- Assist with coordinating funding targets and strategies for the MTA’s five-year Capital Program.
- Review and manage cost estimates and ensure that projected expenditures are appropriately forecasted and allocated within the capital program.
- Review and manage project budget and schedule documentation to ensure the timely progress of a project throughout all its phases.
- Review and process various types of budget requests to advance projects through design, construction, and financial closeout.
- Review and manage the processing of financial project authorizations.
- Develop reports and presentation materials for internal stakeholders.
- Collaborate with various MTA, C&D, and NYCT project stakeholders, including C&D agency project sponsors, project managers, and support directors within the business units of C&D delivery, and C&D contracts for budget and administrative approvals.
Education and Experience
- Bachelor’s degree in Finance, Accounting, Transportation, Urban Planning, Business, Public Policy, Construction Management, Engineering, Economics, or a related field.
- Master’s degree in a related field preferred.
- Minimum of ten (10) years of experience in Transportation, Construction, Infrastructure, Finance, Planning, or a related field.
- Minimum of five (5) years of managerial or supervisory experience.

- Analytical capabilities and quantitative skills.
- Solid understanding and knowledge of financial and accounting software and project database systems.
- Proficiency in spreadsheet, database, and presentation applications, such as Microsoft Office Suite.
- Familiarity with MTA accounting systems.

Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government.
