Working collaboratively with individuals, businesses, government and other service providers, St. Patrick Center will end chronic homelessness in the St. Louis region through Housing First, an evidence-based practice that tells us to remove barriers, do intake and assessment early, move people into housing and offer them support to achieve their goals.

Job Summary

St. Patrick Center, a ministry of Catholic Charities, is hiring a Program Manager for our Housing, Employment, and Recovery Opportunities (HERO) program. The HERO Program Manager will oversee the program’s objectives while providing leadership and support to the HERO Intensive Case Management (ICM) staff. The ideal candidate will have a passion for serving veterans, managing program operations, and ensuring high-quality care for clients. We are looking for a dedicated professional to assist our veterans in accessing essential support services. As the Program Manager, you will play a crucial role in implementing initiatives aimed at helping veterans on their journey to recovery, employment, and independence. You will be responsible for program management, team development, and community engagement, ensuring that our mission is fulfilled through high standards of care and service delivery. This position works Monday through Friday from 8:00 AM to 4:30 PM. The salary range for this position is between $50,000 and $60,000 per year.

Job Responsibilities

  • Monitor Project HERO to ensure success of program contract goals
  • Supervise and train HERO ICM staff providing feedback related to performance, professional growth, opportunities for improvement including annual performance evaluations
  • Coordinate purchase of supportive services (clothing, shoes, uniforms, tools, IDs, rent requests, haircuts, stipends, etc.) by verifying CTS documentation requirements are met, approving check requests according to accounting requirements and processing rent requests following established procedures
  • Compile required monthly, quarterly, and annual reports
  • Compile statistics for monthly program reports
  • Outreach veterans by networking with other Veteran service providers
  • Inform employers and community groups about the services provided at St. Patrick Center (SPC)
  • Assist Employment Director with day-to-day operations in the department to ensure good customer service is provided
  • Conduct comprehensive, ongoing assessments of program clients’ mental illness, physical health, housing status and other relevant needs, where appropriate
  • Provide direct clinical services to clients on an individual and group basis in the office and in community settings, making appropriate changes in treatment plans to ensure the client’s ability to cope with internal and external stresses
  • Refer clients to appropriate community agencies, assisting clients when needed
  • Act as liaison and consult with community agencies and program clients to maintain coordination in the treatment process
  • Collaborate with other members of the ICM team during daily and weekly staff meetings
  • Facilitate treatment planning groups, participating in setting treatment goals and plans with clients with an emphasis on facilitating personal growth and development towards recovery and wellness
  • Provide on-call crisis intervention in coordination with other ICM team members, covering nighttime hours and weekends
  • Monitor 30-, 60- and 90-day follow-ups on all program placement and document progress
  • Complete daily and monthly departmental paperwork
  • Maintain SPC client tracking system and client files, documenting client progress to maintain a permanent record of client activity
  • Research additional benefits available to enhance services
  • Responsible for completion of departmental goals of case management as outlined
  • Assist with coordination of agency-wide or seasonal projects such as School Supply Distribution, Thanksgiving Distribution, Christmas Distributions
  • Responsible for agency policy regarding work hours, building security and all written personnel standards
  • Ensure the care model by interacting with all other SPC programs
  • Other duties as assigned.

Job Requirements

  • Requires Bachelor’s degree in related area
  • Masters in Social Work, Project Management or Counseling preferred
  • Experience in program management and staff supervision
  • Experience Working with Veteran Population preferred
  • Experience working with mental illness and substance abuse
  • Experience with wrap-around services
  • Experience working with homeless veterans
  • Experience in conducting home visits
  • Knowledge and understanding of area/community resources to provide appropriate referrals
  • Knowledge of federal, state and agency policies of HIPAA
  • Requires Class E Driver License (MO residents only)
  • Requires valid and current auto insurance
  • Requires reliable transportation

  • Recruits, interviews, hires, and trains HERO Program staff (5 Case Managers, Intake and Retention Specialist, Mental Health Specialist, and Resident Peer Support Specialist).
  • Oversees the daily workflow of the department.
  • Provides constructive and timely performance evaluations.
  • Handles discipline and termination of employees in accordance with agency policy.
