Position Summary

We are seeking an experienced and dynamic Senior Project Manager, Operations, to lead and oversee complex projects within our operations team. This role is responsible for managing the successful execution of strategic initiatives, optimizing operational processes, and driving continuous improvement across various departments. The Senior Project Manager will collaborate with cross-functional teams, stakeholders, and senior leadership to ensure projects are completed on time, within scope, and within budget. The ideal candidate will have a proven track record in project management, strong leadership skills, and the ability to navigate operational challenges to deliver impactful results.

Key responsibilities include defining project goals, developing detailed project plans, managing resources, mitigating risks, and ensuring the alignment of projects with business objectives. This role demands an analytical mindset, exceptional communication skills, and a strong ability to lead teams through change.

Position Responsibilities:

  • Perform project management, site supervision & project controls during feasibility, design, procurement, construction, and closeout phases.
  • Work to define and develop project scopes, objectives, and deliverables. Develop detailed project plans, schedules, and total project budgets.
  • Manage and control project budgets, schedules, contract interpretations, change management, and other complex project management responsibilities.
  • Perform Site supervision of work being put in place by contractor(s), provide observation and reporting during construction and closeout phases in coordination with Site Project Manager Coordinate and manage scheduling, monitoring, and invoicing of testing agencies and subconsultants.
  • Observe and report QA/QC observations, daily progress reporting, manpower tracking, change order monitoring, issues identification and resolution.
  • Assist in: business development, Client communication, and relationship building. Presentations to committees and other project stakeholders as necessary, often after normal business or construction hours.
  • Work in harmony with various levels of counterparts from general contractors, consultants, and sub-consultants, and persons typically interacted with from design, construction, and municipal levels of project participants for project, design, and construction coordination.
  • Identify and administer as appropriate internal risk mitigation, quality control, and health/safety plan compliance.
  • Perform contract administration support and oversight of architects, engineers, subconsultants, contractors, subcontractors, and mentor junior-level and others as required by PMA contract and responsibilities through project final audits and or closeout.
  • Train, oversee, develop, and mentor junior-level staff.
  • Other duties as assigned


Position Qualifications

  • A minimum of 15 years of project management experience overseeing municipal roadway, bridge, traffic signal, traffic synchronization, waterwork, or sewer infrastructure projects, including permitting, construction, and close-out phases.
  • Educational background in Civil Engineering, Construction Management, or related field.
  • Exceptional embodiment of the PMA DNA and core values


Additional Requirements

Physical: Standing or sitting for long periods; must be able to lift up to 15 pounds at times and spend extended hours in front of a computer screen.

Cognitive: Problem-solving, written, and verbal communication skills; computer and software skills; and ability to read and interpret text online or in printed form.

The salary range for this position is $145,000 - $160,000.

A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual’s scope of relevant experience and geographic location.
