BWXT is currently seeking a Contracts and Proposal Specialist for its Euclid, OH location!

The Contracts and Proposal Specialist is responsible for all aspects of proposal preparation (from inquiry receipt until successful conclusion of negotiations) and submission for potential projects to ensure that bids are responsive, competitive, and complete.

Essential Functions/Responsibilities

  • Interacts and coordinates with customers and internal functions: Engineering, Purchasing, Estimating, Project Management, Legal, etc. during bidding and contracting phases.
  • Reviews and interprets customer’s bid specification and alerts internal personnel to potential concerns.
  • Identifies and evaluates associated risks with proposed projects and addresses these factors with management.
  • Ensures complete and timely submission of responsive bids.
  • Leads BWXT negotiating team for new contracts and contract modifications.
  • Learns and maintains knowledge of Terms and Conditions and various Federal Regulations (FAR, DFAR, ACR).
  • Serves as a resource for colleagues for information on government contracting and Federal Regulations including significant interaction with the company’s Legal department and Senior Management.
  • Reviews all purchase orders and purchase order agreements.
  • Maintains positive customer relations and marketing efforts directed toward maximizing quotation opportunities.
  • Serves as customer point of contact for resolution of key issues as needed.
  • Leads BWXT team during Contract Closeout activities.
  • Performs other duties as assigned.

Required Qualifications

  • A minimum of a Bachelor's degree in Engineering or Business Management/Administration.
  • Must possess at least three (3) to five (5) years of related/comparable work experience with technical experience being preferred.
  • Must have demonstrable relevant industry situations that benefit company performance.
  • Must possess strong time management, organization, and computer skills.
  • Must be highly self-motivated and directed, with keen attention to detail and the ability to effectively multi-task.
  • Must be able to demonstrate superior written, oral, and interpersonal communication skills.
  • Must be able to work independently on assigned tasks when required.
  • Ability to analyze estimates of costs for prospective work and determine the mark up and price strategy necessary to achieve and sustain profit goals; ability to learn all aspects of the business.
  • Must be a U.S. citizen with no dual citizenship.
  • Must be able to obtain and maintain a U.S. Department of Energy (DOE) clearance.

Preferred Qualifications

  • Knowledge of the company’s product, including similar operations, and business practices is beneficial.
  • Knowledge of Government contract law, good business practices, accounting, scheduling, contracting techniques (negotiation and analytical skills) and technical competence is preferred.
  • Prior experience with Estimating software is preferred. 

Pay: $64,000 - $101,000

The base salary range for this position in Ohio (US-OH) at the start of employment is expected to be between $64,000 and $101,000 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
