Position Summary: With a 1.9 billion budget The Office of Pupil Transportation (OPT) is dedicated to providing the students of New York City with safe, clean, dependable and efficient transportation. The Office of Pupil Transportation is responsible for supporting the educational process through the provision of services which are essential for the education of children but occur outside of the classroom.
With guidance from OPT leadership, and supervision by the Director of Data Management and Reporting, the Deputy Director of Data Management plays a critical role in driving operational efficiency to ensure the success of the New York City Department of Education (NYCDOE)’s Student Transportation Ridership Information and Data Enterprise System (STRIDES) initiative. The Associate Director conducts research and analysis on the NYCDOE’s various transportation, student information, parent identity, location management, and vendor information systems; prepares reports to communicate areas of improved efficiency in data collection and reporting; creates and provides resources to support staff and partnership development; and works with colleagues, NYCDOE program offices, and technical partners to develop and improve data collection and reporting processes. Additionally, the Associate Director may provide guidance to junior analysts on internal processes, including the fulfilment of data requests. Performs related work.

Responsibilities
- Review and evaluate student transportation policies and prepare analyses on impact of these policies on NYCDOE data collection and reporting processes, systems, and personnel.
- Research transportation and ridership tracking policies in comparable school districts to inform recommendations to improve efficiencies in data collection and reporting processes, systems, and personnel.
- Assist with quantitative analyses and programming routines using structured query language (SQL) and analytical tools to effectively analyze NYCDOE academic and personnel data used to inform transportation policy development.
- Utilize systems to capture and monitor bus company employees, vehicle, and bus yard information.
- Prepare reports evaluating, summarizing, and interpreting the potential accountability and financial impact of reported data.
- Assist in preparing reports that will be used to measure data quality and ultimately inform users of recommendations for improved efficiency in data collection and reporting processes.
- Research and gather resources that support improvements in the organization’s reporting and analytics management practices, to improve transportation programs and policies.
- Organize internal resources to respond to data escalations and ensure resolution.
- Identify and escalate issues to leadership team as necessary; provide suggestions for resolution.
- Quickly assess and resolve complex issues using sound judgment and problem solving skills.
- Assist in researching and planning professional development and team-building activities that deepen understanding of education practice and policy as well as build analytical skills.
- Assist in the development of a shared project management system to streamline teamwork planning and project schedules and improve planning processes.
- Support team staffing, hiring, and performance management, and assist in the implementation of related improvements.
- Provide regular project status reports as required by the team leader and other NYCDOE leadership; represent the data management team by working cross-functionally with colleagues and program offices.
Minimum
- A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
- A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Preferred
- Knowledge of public sector and/or public education.
- Experience as an analytical, process-oriented thinker and problem-solver.
- Experience in data analytics and reporting.
- Experience gathering business requirements from business owners, program offices, and/or subject matter experts (SME's).
- Experience designing and executing quality assurance tests.
- Ability to perform independent research, data collection, and analysis.
- Excellent written and spoken communication skills.
- Experience writing technical and user documentation, business requirements documents, standard operating procedures.
- Strong strategic thinking and project management skills, attention to detail, and ability to proactively identify key issues and risks.
- Ability to provide leadership and guidance to junior staff, as needed.
- Highly proficient in Microsoft Office applications including Excel, Word, Access, and Visio.
- Ability to work independently, adapt quickly to changing priorities.
- Prior experience working in a fast-paced, complex working environment.
- Excellent command of SQL and understanding of relational databases.
- Knowledge of Business Intelligence Reporting tools.
- Experience using project management tools.
- Experience working with data integrity and improving processes for increased data quality.
- Knowledge of best practices in data governance, analysis and reporting.
- Excellent interpersonal skills in working with technical and non-technical personnel.
