Prevailance is seeking an experienced and mission-focused professional to support Headquarters (HQ) Supreme Allied Commander Transformation's (SACT) as a Training & Learning Subject Matter Expert (SME).
The Training & Learning SME will play a key role in designing, developing, and implementing learning pathways and competency models tailored to NATO’s unit-specific and cross-organizational needs. This position requires expertise in organizational development, instructional design, and competency-based training to shape experiential learning for a diverse, multinational workforce. The SME will define staff personas, establish learning maturity models, and drive cultural integration through onboarding initiatives and training programs.

The Training & Learning SME will play a key role in designing, developing, and implementing learning pathways and competency models tailored to NATO’s unit-specific and cross-organizational needs. This position requires expertise in organizational development, instructional design, and competency-based training to shape experiential learning for a diverse, multinational workforce. The SME will define staff personas, establish learning maturity models, and drive cultural integration through onboarding initiatives and training programs.
Key Responsibilities
- Define "personas" to better understand unit target audiences and test training pathways
- Collect and consolidate business information requirements for staff, aligning content with varying levels of experience and cultural awareness
- Develop structured learning pathways and maturity models that consider staff competencies (knowledge, skills, and experience) across unit-specific and cross-organizational topics
- Collaborate with unit culture and functional communities to design tailored training pathways
- Research functional and skills standards where applicable, drawing from civilian and military equivalents
- Facilitate workshops to elicit, consolidate, and validate functional training requirements
- Review and consolidate job descriptions to identify required functional levels
- Communicate learning pathways via maturity models and competency roadmaps using MS Office tools and central intranet resources
- Design and support onboarding activities for new staff, ensuring successful cultural integration within the first 12 months
- Develop interactive learning experiences such as learning games, role-play exercises, and other experiential training events
- Collect and analyze feedback from competency development activities to refine and enhance training programs
- Perform additional tasks related to culture assessment, staff training, and professional development
Qualifications:
- Minimum of three years of experience within the last six years in organizational development, learning design, or corporate skills development within complex knowledge-based organizations
- Experience designing experiential learning and skills development programs for multinational audiences, with sensitivity to high- and low-power-distance cultural environments
- Proven expertise in developing staff onboarding programs
- Proven expertise in communicating business information effectively
- Understanding of NATO’s structure, work environment, and training methodologies
- Proficiency in Microsoft Office Suite and other collaborative software as applicable
- US Citizenship
- Valid US Passport
- Possess a familiarity with the organization and hierarchy of the military rank and grade structure
- Possess a knowledge of military terminology
- Certification, degree, or advanced professional qualification in Organizational Development, Instructional Design, Education, or another related field
- Must be able to obtain and maintain a Secret Clearance
