Baseline Availability Work Package (BAWP) Manager - Position Description

We have an immediate opening for a Baseline Availability Work Package (BAWP) Manager to join our team in support of the Surface Maintenance and Engineering Planning Program (SURFMEPP) i n Portsmouth. Responsibilities

SURFMEPP maintains, monitors, and refines Class-wide and Individual-Ship Maintenance Plans for all non-nuclear surface ships to ensure material readiness for the projected service life, develop life-cycle strategies to address system upgrades, and fully implement the Class Maintenance Plan into each surface ship's maintenance schedule and availability planning process. SURFMEPP is headquartered at the Norfolk Naval Shipyard in Portsmouth, VA.

The BAWP Manager will assist SURFMEPP in delivering Class Maintenance Plan requirements to US Navy Ships. Specific duties include:

  • Follow detailed process guides to support Baseline Availability Work Package (BAWP) Division at SURFMEPP.
  • Attend all maintenance planning and coordination meetings. Work with all members of the Maintenance Team to ensure CMP requirements are scheduled, tracked and completed in accordance with periodicities established by the respective Technical Warrant Holder. Utilize Maintenance and Ship Work Planning (M&SWP), Validation Screening and Brokering (VSB) system, and Open Architectural Retrieval System (OARS) to ensure the CMP database is accurate. Track all SURFMEPP Maintenance and Availability Reporting Tool (SMART) milestones associated with the established end-to-end process outlined in the Joint Fleet Maintenance Manual. Work with members of the maintenance team to ensure SMART milestones are accomplished on time and provide immediate feedback to management for any milestone that will become overdue.
  • Plan and conduct comprehensive studies and reviews of subjects that often are several organizational levels deep. Studies may involve a major management function (e.g., manpower, ship maintenance planning, etc.) or significant segments of several major management functions. Activities involved in the studies typically are engaged in major development, repair, maintenance, and overhaul, such as systems command field activities, private shipyards, fleet and industrial activities, etc.). Subjects cover various phases of surface ship platforms/systems and organizations supporting surface ship maintenance and modernization planning programs.
  • Develop criteria and analytical approaches in support of planning and executing BAWPs, which identify planned maintenance, repairs, modernization work, production support requirements and services authorized for accomplishment during scheduled depot availabilities. Provide advice to management and ensure lessons learned and customer feedback information is considered in the development and modification of BAWP schedules, products and management processes. Share concepts and approaches designed by the incumbent with other surface maintenance organizations through various internal and external communication methods.
  • Develop new or substantially modified plans for organizational structures, work processes or management systems, which strongly influence or change the way the subject, process or organization studied integrates with other agencies, activities, offices, etc. Recommend ways to improve the effectiveness and economy of managing organizations and employees and utilizing resources to accomplish mission objectives within the cognizant Navy command, field activity and/or contractor manufacturing facilities that are participating in the command's programs/projects. Apply analytical ability and evaluative techniques to solve management problems. Gather, assemble, analyze and evaluate facts and draw appropriate conclusions. Propose innovative ways to improve and carry out management functions and organizational programs in a sound and appropriate manner.
  • Attend division meetings to participate in formulating and presenting management improvement plans and strategies. Prepare oral and written presentations that clearly define the best course of action for management to follow in achieving mission objectives. Draft and recommend concise charts and graphs covering a variety of problem subjects to support the views presented and to gain the understanding and cooperation of persons involved.
  • Review and comment on varied management plans and proposals relating to areas of analytical responsibility. Plan and propose methods for acquiring and incorporating the type of information needed to ensure the organization's management programs/projects are improved. Monitor problem areas to measure progress toward reaching objectives in an efficient, effective and economical manner and produce progress reports to management. Make substantive and actionable recommendations on ways to correct deficiencies that have been identified.


Minimum Requirements

  • Greater than 1-year relevant professional experience
  • Ability to follow direction and work within a team
  • Proficient in Microsoft Office applications (Excel, Outlook, Word, Power Point, Access)


Preferred Requirements

  • 1-4 years of relevant professional experience preferred
  • Navy maintenance experience
  • Database Management System experience with 3M OARS, VSB and/or NDE
  • MS Office experience with particular focus on intermediate MS Excel skills
  • Experience with Ship or Industrial Repair Maintenance
  • Metric and Database Development
