  • Clearance Requirements: Tier 1 Background Investigation National Agency Check with Law and Credit Check and fingerprints. (Standard Form 85).
  • Estimated Compensation: $250,000.00 280,000.00 per year (Negotiable based on experience)
  • Type of Employment: Part-Time, average of 13 - 20 days per month, with call back.
  • Performance Period: Four (4) year base year with one (1) yearly renewal up to four (4) annual renewals.
  • Relationship: Independent Contractor (1099 Employee).


Summary

The facility (the Jail), operated by the Williamson County Sheriff, houses male and female pre-adjudication inmates and some sentenced inmates, generally with sentences of less than 12 months. The average daily jail population over the past 12 months has been 576, and the average length of stay for inmates is 44 days.

Qualifications:

  • Be board-certified in Psychiatric services.
  • Be licensed to practice medicine in the State of Texas.
  • Experience working with inmates, at least one (1) year of experience.
  • The psychiatrist shall be available for phone consultation by jail staff at any time, 24 hours/365 days a year.


Duties/Responsibilities:

The psychiatrist's services shall include the assessment and treatment of mental disorders and evidence-based programs to reduce the risk of recidivism and institution misconduct. The psychiatrist will work under the supervision of the contracted Medical Director and the Williamson County Jail Medical Supervisor and coordinate care with the Behavioral Health Nurse Practitioner.

  • The psychiatrist will perform according to the regularly accepted standards of medical care in the State of Texas and the Texas Commission on Jail Standards.
  • The psychiatrist shall be physically present in the Jail infirmary and/or housing unit for a minimum of 8 hours every week to provide psychological services.
  • The psychiatrist must also be available to virtually attend Chapter 574, Texas Health and Safety Code, court-ordered psychoactive medication hearings as scheduled by the Court.
  • The psychiatrist will provide outpatient psychiatric attention to all inmates requiring such attention.
    • Services shall include, but are not limited to, follow-up on all lab tests and all inmates who have had psychiatric attention outside the jail infirmary.
  • The psychiatrist is not obligated to provide inpatient care, hospitalization, or specialty services that are beyond the Providers expertise.
  • The psychiatrist shall prescribe medication by the Sheriffs Offices defined psychotropic medication formulary.
    • Any deviation from the formulary must be granted permission by the Sheriffs Office before prescribing non-formulary medication.
    • The formulary is a written list of prescription and nonprescription medications that are ordinarily available to authorized prescribers, including consultants, working for the facility.
    • The psychiatrist shall develop and write standing orders for use by the jail staff in handling the psychiatric needs of the inmates.
  • The psychiatrist shall utilize the EMR (Electronic Medical Record) system provided by Williamson County.
    • All inmates must have a medical record, which is always updated.
    • All procedures concerning the confidentiality of medical records shall adhere to all Health Insurance Portability and Accountability Act (HIPAA) regulations and applicable federal and Texas law.
  • The psychiatrist will coordinate care with the contracted Medical Director and Williamson County Jail Medical Supervisor.
  • The psychiatrist shall oversee and coordinate the following functions with the Williamson County Jail Medical Supervisor:
    • Coordinate mental health services rendered to inmates inside the jail, including jail-based competency restoration.
    • Filling prescriptions, administering medication, and keeping record.
    • Jail staff may administer medications only during the hours not covered by the successful respondent.
  • All prescription medications shall be prescribed by the physician responsible.
  • All controlled substances, syringes, needles, and surgical instruments will be stored under security conditions acceptable to the Jail.
