Description

Job Summary

The Grants Compliance Monitor, under the CFO's supervision, is responsible for overseeing and ensuring compliance with federal regulations and guidelines related to the management of federal grants and oversight of subrecipients. The role requires collaboration with various department staff and subrecipient staff to ensure that all aspects of grant management adhere to federal, state, and organizational policies.

Essential Functions

  • Develops and implements a monitoring program to ensure compliance with federal grants rules and regulations, including Uniform Guidance (2 CFR Part 200), OMB Circulars and specific agency guidelines established by the relative Assistance Listing Number (ALN).
  • Review of subrecipient agreements and other relevant compliance documents to ensure:
  • Documentation is maintained demonstrating the proper identification, selection, and designation of subrecipients, subcontractors, and other vendors.
  • Fiscal documentation is received as outlined in subrecipient agreements, including but not limited to, audited financial statements, internal control questionnaires, and risk assessments.
  • Budgets are consistent with proposal requirements; accurate in the calculation of salaries, direct and indirect expenses; and compliant with established regulations.
  • Evaluates each subrecipient's risk of noncompliance with Federal statutes, regulations, and the terms and conditions of the subaward, implements procedures to assign levels of risk, and ensures proper level of monitoring.
  • Executes action plans by understanding and analyzing potential risks to the organization (personnel, safety, compliance, and organizational viability), and allocating resources and delegating as necessary.
  • In conjunction with program staff, monitors the activities of the subrecipients as necessary to ensure that the subaward is used for authorized purposes, in compliance with Federal statutes, regulations, and the terms and conditions of the subaward.
  • Verifies that every subrecipient is audited as required:
  • Conducts follow-up and ensures that the subrecipient takes timely and appropriate action on all deficiencies pertaining to the Federal award
  • Recommends a management decision for applicable audit findings pertaining to the Federal award.
  • Consults with subrecipients to address and to resolve audit findings related to the subaward.
  • Oversees and coordinates periodic thorough comprehensive compliance reviews of subrecipients.
  • Conducts site visits, desk audits and/or reviews subrecipients', subcontractors', and other vendors' financial and performance reports (including backup documentation as required) to assess compliance with regulations and substantiate payments made.
  • Identifies, recommends, and tracks corrective actions as necessary.
  • Works with fiscal managers to provide subrecipients, subcontractors, and other vendors with training and technical assistance on compliance related matters.
  • Tracks, documents, and reports all compliance monitoring activities utilizing benefits of technology.
  • Maintains confidentiality and safeguards employee and organizational integrity through diligent protection of data and systems.

Non-Essential Functions

  • Assists in the development and delivery of compliance related training and support to other SEMCA staff.
  • Other duties as assigned.

Required Qualifications

Required

All SEMCA team members are expected to be technically competent and committed to continuous development of their skills. The following skills, knowledge and education or certifications are specifically required for this position:

  • Bachelor’s degree in accounting required or equivalent experience pursuant to SEMCA’s Experience in Lieu of Education policy
  • 3 - 5 years grant accounting management and administration experience
  • Knowledge of the grants management cycle design, monitoring, and evaluation
  • Position requires effective listening skills, communication of ideas outside the immediate team, and ability to recognize impact of communication style on others; may have to communicate management initiatives, instructions, and policies in a consistent, effective, and timely manner. Role provides guidance or oversight of one or more programs or function areas with significant input into budgeting and planning.
  • Position requires development of new concepts and programs and makes a strategic impact on processes and operations.
  • Ability to positively impact the organization in assigned functional area or through contributions to program delivery.

Preferred Qualifications

  • Master's degree in accounting or CPA

Physical Demands

Duties require sufficient mobility to work in a normal office setting and use standard office equipment including a computer, vision to read printed materials on an LCD screen and smartphone, hearing and speech sufficient to communicate in person and over the telephone.
