Position: Engineering Technician

Department: Engineering & Public Works

Employment Status: Permanent Full-Time Non-Exempt

Schedule: Monday-Thursday: 7:00 AM to 5:30 PM

Compensation: Grade 2; salary range begins at $17.41/hour

POSITION INTRODUCTION

Works under the supervision of the Deputy Engineering and Public Works Director and is reviewed for compliance with established procedures while working, and through review after task completion. Manages day-to-day review, intake and approval of permits within the Engineering and Public Works Department. Performs technical and administrative functions within the department. Reviews/Inspects construction, renovation and excavation involving permits and City projects. Reviews design plans, specifications, profiles, maps, and layouts of planned projects in accordance with City Code; investigates citizen complaints, consults with developers, engineers. Performs other work related to engineering and design.

Essential Duties - Knowledge – Skills - Abilities

  • Performs in-depth analysis of building/grading permit applications.
  • Works closely with the Code Enforcement Division in the issuance of permits.
  • Oversees the issuance of permits for the Engineering and Public Works Department.
  • Works closely with other City Departments in technical reviews of proposed developments.
  • Assist with Bond reduction and release requests and perform appropriate inspections to validate work is complete in coordination with the project site reviewers and inspectors.
  • Interacts and communicates with immediate supervisor, other City division/department heads and personnel, other utility companies, engineers, developers, contractors, customers, and the general public as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Investigates problems encountered during construction and maintenance projects.
  • Responds to citizen requests and complaints.
  • Performs general administrative/clerical duties as required, including preparing reports and correspondence, entering and retrieving computer data, attending meetings, copying and filing documents, answering phone calls, and responding to e-mails.
  • Works closely with the Code Enforcement Division in the review of any engineering reports required of property owners or developers.
  • Acts as a liaison to the Code Enforcement Division on any requests that require the assistance of an engineer.
  • Provide administrative oversight for all phases of construction projects, including coordinating with Project Managers, subcontractors, material, and equipment purchases and deliveries, ensuring that specifications are being followed, and work is proceeding on schedule and within budget.
  • May assist in obtaining project permits. Reviews job cost reports and billings.
  • Reports project progress and updates to the project team.
  • Plans, implements, tracks and develops closeout documentation.
  • Manages analytical, and financial aspects of multiple construction projects in an administrative role
  • Performs related work and duties as needed or assisted.

Working Conditions & Physical Requirements

  • Employee spends a large portion of the work sitting at a desk, bending, crouching, stooping, or carrying light objects weighing as much as twenty (20) pounds, and walking up and down several flights of stairs daily. Employee performs activities requiring fine eye-hand coordination; may operate a computer for four (4) or more hours per day.
  • Employee spends most of the working day in a normal office setting. Daily conditions include stress related to multi-departmental responsibilities and dealings with the public and numerous organizations
  • Employees will occasionally complete field work, experiencing hot or cold temperatures, uneven terrain, and being on a construction site.

USE OF TECHNOLOGY & EQUIPMENT

  • Office equipment used on a regular basis includes telephone, computer, fax machine, copy machine, plotter, scanner, and a two-way based radio.
  • Use of computers and computer applications to analyze and communicate information in the appropriate format. Efficiently uses the City Network, New World, and the Monongalia County Courthouse Website/database.

CONTACT & SUPERVISION

  • Employee encounters daily contact with external agencies, government officials, the media, the community, and internal City contacts.
  • Reports to Deputy Engineering and Public Works Director.

Requirements

MINIMUM REQUIREMENTS

Education

  • Coursework in engineering or another related technical field or relevant experience.

Certification/License

  • None

Experience

  • Requires two (2) years of experience (or equivalent training) in construction inspection/administration, surveying, drafting, or permitting.
  • Advanced skill level, with proven experience and proficiency, in using Microsoft Word, Excel, PowerPoint, Adobe Pro, various internet and email applications.
  • Superior client-service and interpersonal skills.

Preferred Qualifications

  • Bachelor’s Degree in related field.
  • Specialized training in project management, architecture, engineering, or surveying.
  • Experience with permitting.
  • Experience or abilities in AutoDesk Civil 3D, sketch-up, and ESRI ArcGIS software applications and other software relevant to Civil Engineering/Architecture in municipal government.
