Budget Analyst/Project Accountant

Position Overview
Under general direction of the Finance Manager, this individual will generally be responsible for analyzing and monitoring the City’s operational and capital budgets to ensure prudent spending by performing various duties set forth in this description and as may be assigned. Under limited supervision, this position will apply professional accounting principles, policies and procedures in the effective, efficient and timely performance of budgeting functions and project accounting functions associated with City government.

College degree with coursework in accounting, business, or computer technology preferred. Three to five years of related experience required.

Must possess a valid Mississippi driver’s license.
Physical Demands and Working Conditions
Physical requirements include occasional lifting/carrying of 10+ pounds; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting and kneeling to perform the essential functions. Working conditions are indoors.

Essential Job Functions

- Provides control and check point for spending of all funds and/or departments within the City.
- Monitors operational and capital budgets for compliance. Works with finance departmental staff and operational departmental staff to alleviate any budgetary concerns.
- Monitors grant revenues/receipts to ensure timely processing of grant funding requests and proper posting of grant receipts.
- Reviews, processes, and posts all budget amendments for City Council.
- Reviews, processes and posts all budget amendments submitted by operational departmental staff.
- Coordinates the annual budgetary process to ensure timely and accurate entry to MUNIS or other applicable/appropriate programs.
- Monitors payroll and benefits to ensure budgetary compliance through the fiscal year and to provide guidance on budgetary constraints associated with hiring new personnel or giving raises to existing personnel.
- Conducts various complex statistical analyses of financial information and prepares related summary reports, financial models and/or studies, spreadsheets, and charts for presentation to City employees and officials, as required.
- Identifies and defines issues, determines appropriate methods of approach and analysis, and conducts and/or facilitates analysis of relevant data.
- Assists with the forecasting of future revenues, expenditures and financial trends, analyzes sources of revenue, and projects future income.
- Conducts budget research and analysis and prepares spreadsheets, databases, and reports.
- Reviews, generates, prepares, presents, and submits various records and reports associated with duties and responsibilities, including, but not limited to, budgetary reports, statistical analyses, charts, and graphs.
- Develops an in-depth understanding of the City’s finance and budgeting system and provides support for the annual maintenance and updates required to keep the system functioning in an optimal manner.
- Facilitates budget training and outreach with other City departments and offices.
- Assists staff with administrating the City’s budget system and provides end-user support as needed. Works with other city departments and offices to develop and maintain performance measures.
- Performs all work in compliance with applicable policies, procedures, regulations, laws, and generally accepted accounting principles.
