JOB SUMMARY: This position is responsible for managing land assets from project inception through commencement of land development construction. This includes the ability to conduct technical feasibilities, secure necessary entitlements, engineering plans, permits and other governmental or quasi-governmental approvals needed to develop lots and build houses. Requires interdepartmental collaboration to bring new communities to market on time and within budget.

Essential Duties And Responsibilities
Land Acquisition Due Diligence
- Orchestrate all land acquisition technical studies and investigations. Research and prepare fee schedule, entitlements, and development budgets for new properties, with the support of the Land Development Project Management team. Develop project timelines for new community opening. Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, and/or development related. Coordinate architectural requirements with Division Plans Manager and KB Architecture. Determine community governance requirements (metro districts, homeowner associations). Support Land Acquisition department in the preparation of the Land Committee Package.
- Review and processing of land planning, zone changes, final maps/plats, civil engineering plans, technical studies, architectural applications, municipal development agreements, city/county approvals, environmental approvals, and metro district and/or homeowners association formations/annexations. Work with staff and elected bodies to manage approval process.
- Contract and manage team of consultants which will likely include: civil engineer, landscape architect, land planner, dry utility consultant, title company, environmental and geotech consultants, land use attorneys, and district financing advisor. Coordinate with KB Architecture/Division Plans Manager on required architectural delieverables. Where a seller is processing entitlements, perform the duties of an Owner’s Rep, providing oversite and input on entitlement efforts, ensuring KB Home interests are met.
- Involve Land Development Project Managers throughout entitlement process. Provide a timely, organized, and complete transition to Land Develpoment Project Managers who will be responsible for bidding, contracting, managing land development contracts/contractors i.e., grading, water, sewer, storm drain, paving, curb & gutter, and landscaping. Support Land Development in obtaining all necessary approvals and permits to commence land development. Assist Land Development Project Managers in obtaining further approvals throughout development process.
- Responsible to prepare, maintain, forecast, and report fee schedules and development budgets and communicate budget status as needed to Division Finance and NAPA personnel throughout forward planning process.
- Develop new community grand opening Kick Off materials and presentations. Support other division functions/departments in the opening of new communities.
Education/Certifications/Licenses
- Bachelor’s Degree required (Civil Engineering, Urban Planning, Architecture, Construction Management, or similar discipline preferred)
- 2+ years prior experience in Civil Engineering, Architecture, Landscape Architecture, Public Planning and/or Forward Planning with a familiarity in dealing with Governmental Agencies and Project Management
- Proven ability to manage multiple priorities in efficient and accurate manner
- Solid understanding of civil engineering principles
- A complete understanding of fundamental real estate and urban planning concepts
- Consistently shows attention to detail
- Exceptional communication skills both written and verbal, including public speaking
- Proven ability to multi-task and complete tasks within a scheduled timeframe
- Proficient computer skills are a necessity (Excel, Microsoft Office, Microsoft Project or equivalent, Bluebeam/Adobe Acrobat or equivalent)
- Must work 8-hour days (during core business hours) with flexibility for longer hours as needed
- Position requires participation in municipal public hearings, homeowner association and/or metro district meetings, and other similar forums, which generally occur outside of normal business hours and offsite
- Must conduct business in a professional and ethical manner to potential buyers, external business associates and coworkers to reinforce goodwill and profitability for the company.

- Base Salary: The expected base salary range for this position is $90,000-$115,000 per year depending on experience, paid semi-monthly.
- Bonus: this position is eligible for an annual discretionary bonus
