As a Senior Data Analyst in the Quality Performance Analytics team in Optum, you will be working with data that contributes to clinical quality gap closures, and the improvement of Medicare Stars & HEDIS measures.
This position will design, develop, implement, test, deploy, monitor and maintain the delivery of data in a systematic method. The roles in this function will cover all primary development and maintenance activities across all technology functions to ensure that we deliver data with high quality for our users, applications, and services and to understand customer needs. The capabilities include, but are not limited to analysis, design, development, testing, debugging, following standards & best practice methods, documentation, maintenance, new development, facilitating data delivery and operations.
This position will design, develop, implement, test, deploy, monitor and maintain the delivery of data in a systematic method that will support our drive to 5-star performance for Optum Health Clinical Performance.

Primary Responsibilities
- Maintain, optimize, document, and manage data processes in primarily Cloud based environment (APIs, Kafka, Azure Databricks (Terraforms), Snowflake, GitHub) to ensure solution meets business needs in terms of security, scalability, reliability and feasibility
- Create and maintain processes to collect, cleanse and enrich data coming into our data platform
- Build best practice data quality monitoring to ensure all data/report products exceed customer expectations. Incorporate quality into the planning/design phases; build quality assurance activities; utilize data audits; identify and fix root causes vs short term solutions
- Design and review data structures for data management purposes with team
- Create best practice and use best practice in deliverables
- Support team members by leading projects, sharing ideas and reviewing work of others
- Anticipate end user data needs, be curious and proactively communicate ideas to stakeholders
- Utilize critical thinking and problem-solving skills. Pro-actively identifies patterns in issues and research root-cause to improve overall quality
- Use technical skills to manipulate data using SQL, Snowflake, Excel, or other tools to provide actionable information to internal customers in support of their business goals by business & product line
- Ensure completion of yearly projects in support of team specific roadmap items that support business goals
- Keep a full load and manage multiple projects being able to report out on progress and present analyses and findings to various stakeholders
- Responsible for issue management to track defects and production issues through to completion
- Perform all other related duties as assigned
Required Qualifications
- 4+ years of experience as a Data Analyst utilizing SQL, Python or similar
- 4+ years of ETL (Extract, Transform and Load) experience in tools such as Alteryx, Streamlit or Python
- 1+ years of Cloud experience using Snowflake, APIs, Kafka, Azure Databricks (Terraforms), GitHub
- Experience using source control tools such as GitHub, Bitbucket or similar
- Excellent analytical and problem-solving capabilities with special attention to accuracy and detail
- Self-starter with a proven ability to take ownership of job responsibilities and ensure successful completion of all projects and requests
- Ability to prioritize and multi-task in high volume workload situations
- Experience using large, diverse healthcare data for analytic purposes
- Knowledge of and experience using Stars / HEDIS data
- Working with healthcare data to support end user data requirements
- Ability to mentor and support team members
- Excellent communication skills, both written and verbal
- Understands Star Rating, PQA, HEDIS and NCQA technical specifications to apply measure criteria
- Ability to sit for extended periods of time
- Ability to use fine motor skills to operate office equipment and/or machinery
- Ability to receive and comprehend instructions verbally and/or in writing
- Ability to use logical reasoning for simple and complex problem solving
- Required to have a dedicated work area established that is separated from other living areas and provides information privacy
- Ability to keep all company sensitive documents secure (if applicable)
- Must live in a location that can receive a UnitedHealth Group approved high-speed internet connection or leverage an existing high-speed internet service
