  • Classification: 1.0 FTE / Non-Exempt / (40 hours per week)

Hourly Rate: $30.65 (step 1/year 1) - $34.50 (step 5/year 5)**

  • SUMMARY:** The Payroll Specialist is responsible for processing the monthly ESD 123 payroll, maintaining employee payroll files, mandatory and permissive benefits, federal and state reports on payroll data, and ensuring compliance with state and federal laws related to payroll issues. This includes the interpretation and implementation of agency policies and procedures.

Essential Functions

  • Maintain and process ESD payroll. Prepare and submit associated reports.
  • Reconcile and process vendor payables for voluntary deductions, annuities, retirement, unemployment, workers compensation, health benefits, and others.
  • Prepare journal entries and invoice vouchers for payroll/general ledger interface.
  • Prepare federal and state tax deposits.
  • Prepare quarterly reports including unemployment, workers' compensation, and federal and state taxes.
  • Calculate, prepare, and generate monthly payrolls and special or extra payrolls utilizing WESPaC/Qmlativ software as provided by Washington School Information Processing Cooperative (WSIPC).
  • Prepare and process annual employee W-2s, 1095-C, and submit to IRS.
  • Process sick leave buyback and vacation cash outs.
  • Create, prepare and generate payroll reports using WESPaC/Qmlativ software and Excel spreadsheets.
  • Maintain record keeping and filing procedures in compliance with state auditing guidelines.
  • Process direct deposit of payroll.
  • Participate in new hire orientation as requested.
  • Calculate and reconcile employee salaries, benefits, and assignments.
  • Maintain and update employee calendars, W-4s, payroll procedures and create payroll forms.
  • Respond to written, telephone, and walk-in inquires.
  • Prepare and submit the annual S-275 personnel report.
  • Attend departmental, regional, and statewide meetings and/or workshops to keep abreast of payroll related issues.
  • Stay current on all payroll requirements and best practices including oversight of procedures/coordination of payroll operations to ensure compliance with state and federal regulations.
  • Prepare the annual staffing budget.
  • Collaborate with human resources to ensure accuracy of payroll and leave statuses.
  • Oversee payroll procedures/coordination of payroll operations to ensure the best financial practices are adhered to.
  • Follow all applicable Board policies and procedures.
  • Maintain Confidentiality.
  • Perform other duties as required.

Qualifications

Bachelor's degree in accounting or related field. Years of relevant work experience can be substituted for minimum education requirements. For example, two years of work experience is equivalent to one year of hire education.
