Job Description
Reporting to the Project Director, the Project Controls Manager is responsible for leading the development of the reporting systems for project controls assignments. Responsible for performing complex aspects of project forecasting, cost alignment to schedules, development of average unit costs, cost analysis, variance analysis, budgeting, basic accounting principles, trending and burn rates, change control and cost control while reporting up to program or portfolio level with minimal supervision.
NOTE: This role is subject to the incumbent’s ability to hold an NRC Q-clearance as well as their ongoing ability to maintain site access.

Roles And Responsibilities
- Advanced skills and the ability to work independently, with guidance limited to unusual or complex projects or issues.
- Fully competent in the application of project controls principles and procedures.
- Familiar with financial and accounting principles in addition to project methodology.
- Ability to identify problems, develop solutions, and take actions to resolve.
- Able to pick up and use unfamiliar software and able to work with large and complex data files.
- A proven ability to consistently forecast accurately and monetize risks while meeting tight deadlines is necessary for
- Strong communication skills and the ability to collaborate in a matrix working environment and with multiple levels of
- Perform other duties as assigned by manager.
- Must be a US citizen.
- Must possess a US NRC/DOE Q-clearance or equivalent (DOD Top Secret) or can obtain and maintain clearance.
- Bachelor’s degree in business, finance, project management, engineering, technical, or equivalent.
- 10+ years’ experience in project controls with above degree or 15+ years’ experience without above degree.
- Advanced to an expert level of experience in Excel is required for this role.
- Proficient in project controls principles.
- Proficiency/Expertise with project management/project controls concepts / computer applications / analytics; strong
- Experience working in a PMO environment, on a project controls team or in a project management working
Additional Experience a Plus
- Master’s degree in business, finance, project management, or equivalent.
- PMI or AACE certification (the following or equivalent are acceptable - PMP, CAPM, PMI-SP, MCE-CCC, AACE-PSP,
- Demonstrated expertise in using software such as Microsoft Project, Microsoft Office Suite, Primavera, Business
Carlo analysis.
- Exposure to energy-related projects.
- Prior Utility experience.
