Job Summary
The Facilities Manager is responsible for the daily operational activities and functions of the area(s) over which there is assigned duty. The Manager contributes to the successful achievement of the organization’s mission and strategic initiatives. The Manager will work with senior management in the scheduling/costing of facility modifications, repairs, constructions projects and the addition of new equipment. The manager is responsible for maintaining security services. This position provides management and supervision to designated staff. In addition, the Manager serves as the Emergency Preparedness Coordinator, responsible for the development and implementation of emergency preparedness policies and procedures, maintaining the Emergency Preparedness Plan and ensuring the organization’s involvement in local/regional emergency preparedness.

- High school graduate or equivalent.
- Associate’s degree or educational certificate in Facilities Management, Construction Management, Engineering or related discipline or in lieu of degree, a combination of equivalent education and experience (minimum of 3 years).
- Bachelor’s degree in Facilities Management, Construction Management, Engineering, Architecture, Safety, or related fields.
- Experience in the operation and maintenance of facility management services, heating, refrigeration and air conditioning, generators, plumbing and electrical systems, security systems, and equipment maintenance (3 years).
- Experience with remodeling or new construction projects (3 years).
- Management experience at the department level (3 years).
- Familiarity with facility security services.
- Familiarity with emergency preparedness, safety and health principles (3 years).
- Experience in reading and interpreting blueprints.
Preferred:
- Facility Management Professional (FMP) by the International Facility Management Association (IFMA).
- Certified Facility Manager (CFM) by the International Facility Management Association (IFMA).
- Basic Healthcare Security Officer certified by the International Association for Healthcare Security & Safety (IAHSS).
- Building Operator Certification (BOC) by the Midwest Energy Efficiency Alliance (MEEA).
- Membership in Washington Association of Maintenance and Operation Administrators (WAMOA).
- Certified Emergency Manager (CEM) from International Association of Emergency Management (IAEM).
- Driver's license with the State of Washington.
- Acceptable driving record, for auto liability coverage through Community Health Center of Snohomish County.
- Motor vehicle insurance liability policy, a certificate of deposit, or a liability bond to the required limits.
- Must be at least 21 years of age.
- Department Oversight - Responsible for the daily operational activities and functions of the department and staff.
- Budgeting and Costing – Partners with senior leadership to design facility budgets and determines occupancy costs. Submits project estimates of capital projects and minor equipment purchases for budgeting purposes.
- Compliance and Regulations – Stays abreast of and complies with designated OSHA and WISHA regulations. Maintains compliance with the current Life Safety Code and other jurisdictional building codes. Maintains compliance with other regulations which may be associated with areas of responsibility (e.g., Department of Labor and Industries, Department of Health).
- Vendor Management – Develops Requests for Proposals (RFPs) for designated work and evaluate proposals. Reviews vendor performance for completion of scope of work and approves invoices.
- Project Management – Acts as Project Manager for projects and activities. Schedules contractors and communicates schedules to stakeholders. Monitors project budgets and approves invoices. Tracks punch list items for completion.
- Preventative Maintenance – Manages the continuing refinement and execution of the Preventative Maintenance Plan. Tracks completed inspections and work performed by in house staff and contractors. Inspect, report, and correct deficiencies in systems as noted. Partners with senior leadership to develop long range planning of projects and large maintenance tasks.
- Space Utilization – Collaborate with Operations for decisions regarding the use of space for program requirements in facilities.
- Work Orders – Completes repairs to physical plant and surrounding grounds. Monitors and routes requests for work or repairs as necessary through the Computerized Maintenance Management Software.
- Data Analysis/Reporting – Manages the preparation and analysis of information for the department.
- Policies/Procedures/Forms – Responsible for the development, implementation and review of policies and procedures and forms related to areas of responsibility.
- Attendance - Adheres to attendance standards in order to perform the job functions for daily operations and/or continuity of patient care.
- Security Risk Mitigation – Reviews written security event reports and evaluates for trends, training opportunities, or necessary changes to policies and procedures. Evaluates access reports and camera functionality on a regular basis. Assists with investigations of crime or employee misconduct.
- Security Management – Performs Security Risk Assessments on a regular basis. Develop policies and procedures to ensure a safe and secure work environment.
- Security System Administration – Works with Information Technology and designated leadership on security system design, installation, maintenance, and modifications or additions. Formulates and implements notification lists for security systems according to type of alarm and communicate instructions of use of the building security systems to key stakeholders. Investigates technical issues related to the building security system. Acts as liaison between security monitoring companies and the organization.
- Environmental Services – Manages environmental services schedules to ensure the cleanliness and sanitization of the buildings on an ongoing basis. Conducts evaluations on a regular basis of environmental services staff performance. Coordinates the use of outside services to complete designated environmental services and janitorial tasks. Evaluates the need for and purchases new equipment.
- Community Alignment - Coordinates all functions related to the organization's involvement in local/regional emergency preparedness system.
- Emergency Preparedness Plan - Responsible for creating and maintaining the Emergency Preparedness Plan which includes, workplace hazards, workplace exposures/infection control (in coordination with the Chief Nursing Officer), workplace emergency situations and community emergency situations and overall safety.
- Training/Exercises/Drills - Designs, develops, executes, and evaluates Emergency Preparedness exercises and drills. Coordinates education and training opportunities for management and staff.
- Safety and Emergency Committees – Safety and Emergency Committees – Responsible for the oversight of Committees and their activities.
