Starting Salary Range: $83,046.00 - $98,852.00
Under the general direction of the Assistant Director of Public Works - Streets & Traffic, the Traffic Operations Manager plans, manages, and oversees the daily functions, operations, and activities, as well as the budget and employees within the Traffic Operations Division within the Public Works Department.
Employees in this classification perform managerial and supervisory work and have a thorough knowledge of the principles of traffic signal maintenance and installation, traffic video systems, traffic signal programming and traffic controllers, street lighting maintenance and installation, school flasher program and maintenance and installation of school flashers and pedestrian flashers, traffic sign maintenance and installation, pavement marking maintenance and installation, traffic count data and speed studies.

Examples Of Work To Be Performed
- Supervises personnel; supervisory duties include instructing, assigning, reviewing and planning work of others; monitoring standards; coordinating activities; allocating personnel; and recommending employee transfers, promotions, and salary increases as appropriate.
- Participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments
- Use hiring, training, evaluation, goal-setting, feedback, and discipline tools to assemble a competent staff that conforms to the highest practical standards.
- Ensure that all personnel receive adequate safety, operations, and technical training to protect themselves and increase their skills, knowledge, and job performance.
- Responds to customer concerns and inquiries concerning all aspects of traffic signals, traffic video systems, street lights, school flashers, traffic signs, pavement markings, and traffic data collection.
- Specifies and reviews planning for future needs relating to traffic signals, traffic video systems, street lights, school flashers, traffic signs, pavement markings, and traffic data collection.
- Evaluates traffic signals, traffic video systems, street lighting, school flashers, traffic signs, pavement markings, traffic data collection, and traffic safety through communication/interaction with various entities, i.e., the public, the Police Department, adjacent Cities, and City Hall personnel.
- Checks work orders for completion.
- Comply with all written City policies and procedures.
- Estimates amount and orders materials needed for day-to-day operations.
- Works with internal departments, utility companies, and external stakeholders to coordinate activities that may impact traffic control systems or public safety.
- Monitor and ensure the proper use, operation, and handling of all equipment, including bucket trucks, crew vehicles, jackhammers, small engine equipment, etc., used in daily maintenance tasks to extend equipment life and reduce repair costs.
- Performs other related duties as required.

Required Knowledge Skills And Abilities
- Principles and procedures of traffic management systems and reporting.
- Principles of supervision, training and performance evaluation.
- Pertinent federal, state, and local laws, codes, and regulations.
- Fiscal planning and budget preparation.
- Managing multiple programs, projects, and tasks.
- Interpersonal relations and customer service.
- Working Knowledge of the Texas Manual on Uniform Traffic Control Devices.
- Knowledge of common principles, practices, equipment, materials, and methods used in the installation and maintenance of traffic control devices.
- Effective oral and written communication skills.
EDUCATION, TRAINING AND EXPERIENCE:
- High School diploma and a minimum of 10 years’ experience in the installation, maintenance, and repair of traffic control devices with increasing areas of responsibility, and at least 3 years in a supervisory/management capacity.
- IMSA Signals Level I and II
- IMSA Signal Inspection
- 5+ years in a supervisory/management capacity
- Electrician License
