Responsibilities

  • Gather and document clear, actionable business, functional, and system requirements in collaboration with stakeholders.
  • Act as a subject matter expert, providing ongoing guidance to development and QA teams throughout the testing and implementation phases.
  • Maintain and update the Requirements Traceability Matrix to ensure alignment between requirements and deliverables.
  • Contribute to the creation of SOPs and system documentation to support user training and operational readiness.
  • Evaluate current business processes to identify inefficiencies and propose targeted improvements.
  • Perform gap analysis between customer requirements and existing systems/processes;
  • Analyze and design end-to-end business and system processes to support optimized workflows and solutions.
  • Work with architects and developers to assess impact and feasibility.
  • Deliver detailed functional specifications, including hierarchies, workflows, business rules, interface definitions, data mapping, and issue tracking.
  • Create comprehensive user stories and test scenarios to support development and QA activities.
  • Collaborate with internal and external stakeholders to define interface requirements and oversee integration testing efforts.
  • Effectively manage multiple priorities through strong organization, communication, and stakeholder engagement.


Requirements

Minimum Position Knowledge, Skills, and Abilities Required:

  • Bachelor's degree in Information Technology, Computer Science, Software Engineering, or a related field.
  • Minimum of 4 years of experience in business process analysis, re-engineering, and solution implementation.
  • Proven ability to develop, analyze, and review business requirements and functional designs in collaboration with cross-functional technical teams.
  • Experience developing requirements for analytical and reporting functions/capabilities.
  • Ability to apply subject-matter expertise and understanding of requirements to inform future looking activities - roadmaps, etc.
  • Proficient in Microsoft Office Suite, Visio, Jira, and Confluence for documentation, workflow modeling, and collaborative project tracking.
  • Excellent analytical skills, including the ability to integrate information from multiple sources and perform data-driven analyses.
  • Strong stakeholder management and meeting facilitation skills, with the ability to clearly communicate across both business and technical audiences.
  • Superior oral and written communication skills, with a demonstrated ability to communicate complex technical topics to management and non-technical audiences.
  • Highly adaptable, with the flexibility to quickly shift focus and take ownership of new tasks as priorities evolve.
  • Demonstrated experience in managing multiple projects and deliverables under tight deadlines, while maintaining high quality.
  • Team-oriented mindset, with a collaborative spirit and willingness to assist colleagues beyond core responsibilities to achieve shared objectives.
  • Strong attention to detail with a commitment to delivering high-quality and accurate work.
  • Demonstrated problem-solving skills with a proactive and solution-oriented mindset.
  • Familiarity with Agile development methodologies and practices.
  • Ability to understand and manage customer expectations.
  • Ability to work independently and interact regularly with government and non-government stakeholders at multiple levels of authority.
  • All candidates must pass public trust clearance through the U.S. Federal Government. This requires candidates to either be U.S. citizens or pass clearance through the Foreign National Government System which will require that candidates have lived within the United States for at least 3 out of the previous 5 years, have a valid and non-expired passport from their country of birth and appropriate VISA/work permit documentation

Preferred Qualifications:


  • SQL experience and database knowledge strongly preferred
  • Familiarity with the Affordable Care Act (ACA) policies and guidelines


Working Environment:


This is a hybrid position that may require in-office work in Columbia, MD 2-3 days per week. Expected hours are 9:00 AM to 5:00 PM Eastern unless otherwise directed by your manager. Occasional travel for training and project meetings. It is estimated to be less than 25% per year.
