The Procurement Specialist will support complex and/or non-routine Service Contracts and other scope that is defined that impact strategic company initiatives. Responsibilities may include but are not limited to independent problem solving, subcontract representation, directing the development of subcontract activities, formulation of plans, and the execution of overall subcontract activity in accordance with established policies and procedures.

The Procurement Specialist will support complex and/or non-routine Service Contracts and other scope that is defined that impact strategic company initiatives. Responsibilities may include but are not limited to independent problem solving, subcontract representation, directing the development of subcontract activities, formulation of plans, and the execution of overall subcontract activity in accordance with established policies and procedures.
Essential Job Duties Of This Position Include:
- Developing compliant solicitation packages in accordance with policies and procedures.
- Performing procurement process steps to include proposal evaluations, negotiations, and award of a compliant subcontract.
- Reviewing proposals received from subcontractors and resolving differences between the request for proposal criterion and the subcontractor's proposal.
- Administering the performance of procurement and subcontracting activities including planning, solicitation, negotiation, and preparation of technical service subcontracts.
- Preparing, organizing, and maintaining subcontract records and files documenting subcontract performance and compliance.
- Briefing the field with the procurement process and other procurement related topics.
- Analysis of significant issues related to subcontract agreements and related documentation in accordance with established subcontract policies and procedures.
- Monitoring subcontractor's compliance to terms of contract and adherence to agreed upon schedules.
- Modifying and updating scope, terms and conditions, and commercial terms of subcontract as required.
- Preparing list of subcontractors to which request for proposals may be submitted and forwards list to appropriate parties for approval.
INTERMEDIATE LEVEL:
- BA/BS degree with at least 5-6 years of procurement or supply chain experience - OR - an equivalent combination of education and experience.
- Experience with Asset Suite or similar procurement systems.
- Familiar with procurement-related policies and procedures.
- BA/BS degree with at least 8+ years of procurement or supply chain experience - OR - an equivalent combination of education and experience.
- Knowledge of business and management principles involved in the procurement process.
- Experience coordinating and prioritizing multiple assignments/projects and tracking progress to completion.
- Ability to conduct customer needs assessments and evaluation of customer satisfaction.
- Ability to use independent judgement and decision making to assess relative costs and benefits of potential actions.
- Experience providing guidance as a subject matter expert
- Must be able to take required initiative, act independently, lead teams, motivate others, and implement improvements.
- Experience with or knowledge of the Federal Acquisition Regulations (FAR) and Department of Energy Acquisition Regulations (DEAR).
- Experience with Service subcontracts.
- Experience in subcontract change management and change order negotiations.
