JOB REQUIREMENTS: Under general supervision of the Deputy Chief Medical
Examiner, the Lead Medicolegal Investigator (MLI) investigates deaths
falling under medical examiner jurisdiction, assists Medicolegal
Investigators from Brown, Door, and Oconto Counties with simultaneous
calls and cremations examinations and provides guidance and training to
MLI staff in the area of death investigation for cases that fall under
the Medical Examiner\'s Office jurisdiction. Essential Duties Perform
the duties of a medicolegal investigator as outlined in the job
description, both regularly scheduled and as needed. Develop and
maintain the on-call schedule for MLIs (FTEs, PTEs, LTEs). Communicate
the on-call schedule and any updates promptly to dispatch centers.
Provide backup coverage for scene investigations/phones when the primary
MLI is unavailable as needed. Serve as a fill-in for the funeral home
liaison during their absence. Facilitate the onboarding process for new
MLIs, including issuing necessary equipment, providing introductory
briefings, conducting tours, and assisting with IT setup. Train and
mentor medicolegal investigators; participate in hiring processes and
collaborate with leadership to conduct performance evaluations. Ensure
compliance with applicable policies, laws, and regulations; monitor
quality assurance in collaboration with the QA/I specialist. Assist in
the development of policies and procedures for the office in compliance
with state and national accreditation standards. Cross-train to assist
with imaging of decedents, autopsy set up, room turn-over, and ordering
when needed. Assist the Deputy Chief Medical Examiner in preparing the
agenda for MLI staff meetings; may occasionally chair meetings in the
absence of the Deputy Chief ME. Support MLI staff during simultaneous
calls and cremation permit examinations. Oversee the maintenance and
proper care of investigations equipment and vehicles, in collaboration
with the business manager. Participate in community activities as time
permits at the direction of the Deputy Chief Medical Examiner. This may
include mass disaster preparedness and public health initiatives.
Supervise the identification and disposition processes for unidentified
and unclaimed persons in coordination with the QA/I specialist. Provide
support to MLI staff to ensure case continuity and progression. Organize
and track downtime projects for MLI staff in coordination with the
Deputy Chief Medical Examiner. Perform additional duties as assigned.
\*\*\*\*\* OTHER EXPERIENCE AND QUALIFICATIONS: Considerable knowledge
of Chapter 979 as well as other Wisconsin State Statutes concerning the
investigation of death, disposition of human remains and property.
Considerable knowledge of the Open Records statutes and HIPPA.
Considerable knowledge of causes and manners of death and their
manifestations with regard to the body, scene and history. Considerable
knowledge of investigative techniques, principles, and practices used in
the research of cause and manner of death. Considerable knowledge of the
morphological aspects of the causes of death with special attention to
autopsy. Working knowledge of medical terminology and medicine as it
pertains to death and varying forms of trauma. Ability to communicate
with survivors of the decedent. Ability to establish and maintain
effective working relationships with other public agencies and the
general public. Ability to interpret a death scene, identify items of
evidence and assess the condition of the body. Ability to take proper
photographs of scene, body and evidence for documentation. Ability to
deploy and use equipment resources held by the Medical Examiner\'s
Office. Ability to use standard death investigation tools. Ability to
physically remove a body from the scene of death and supervise the
transport of the body to the morgue insuring the preservation of any
trace evidence. Ability to secure facts throu h investigation and
inspections and to analyze and interpret these facts effectively.
Ability to prepare and present accurate, objective, and thorough
reports. Ability to provide constructive guidance to MLI staff during
death investigations. Ability to interpret departmental policies and
procedures. Ability to respond to calls in a timely fashion. Strong time
management skills, including the ability to efficiently triage and
manage simultaneous tasks. Oral and written communication skills. Strong
organizational skills. Strong teaching skills. Ability to work
independently and exercise judgement. Knowledge of open records statutes
and privileges and exceptions provided by all to ensure confidentiality
in distribution of information to outside agencies and individuals.
