Description
Mental Health Association of Nassau County (MHANC) is a not-for-profit membership organization dedicated to improving mental health in our community through advocacy, education, program development, and the delivery of direct services. Our organization is looking for a motivated individual with a calling to help adults with mental illness by becoming a Financial Coordinator.
The Financial Coordinator will help oversee the finances of the Financial Management Department. The Financial Coordinator will oversee the financial clerical staff and work very closely with the Director of Financial Management and other staff involved in the department. The Financial Coordinator will ensure the finances of the Financial Department are monitored monthly, such as preparing financial reports of funds received, disbursements and monitoring client balances. He/She will be responsible for ensuring clients have adequate funds or expect to have adequate funds in their ledger balances to pay bills and ensure bills are paid timely. In addition, this individual will work with the benefits team to review and discuss accounts that could lose social security benefits due to excess balances.
This position will also be responsible for coordinating accounts payable services and cash flow needs related to new business lines that will be developed and referred to MHA through 1115 Waiver Program. The 1115 Waiver Program will identify individuals that need financial management services on an interim basis to stabilize their housing and other financial needs.
The Financial Coordinator will be responsible for preparing a monthly financial statement/financial reports. Work closely with the Director of Financial Management or their designee to ensure terminated client funds are returned to either social security, NYS for State Supplement Payments, returned to the client or turned over to NYS through the NYS unclaimed funds reporting. This individual will also ensure billing to all agencies is performed timely and maintain reports of clients MHA cannot charge fees to. The Financial Coordinator will ensure costs are properly captured and claimed to Nassau County and determine if Nassau County funding is appropriate based on the services provided under the contract, which includes services to clients that MHA cannot charge a fee to.
The Financial Coordinator will also clear new admissions into MHA housing program to ensure social security and/or State Supplement Benefits exist, or are expected to be obtained to ensure funds are available to cover their cost of housing.
This individual will maintain ongoing contact with staff and consumers to maintain benefits are in place to ensure the client has income sources to pay for their monthly rent in the Community Living Program (CLP). He/she will act as a liaison between the consumer and third-party organizations including The Department of Social Services, Social Security Administration and Medicaid. This role will be involved with monitoring rent payments within CLP, coordinate and attend all meetings with consumers and program staff to address non-payment of rent.
The Financial Coordinator will also assist in verifying insurance for clients , on a monthly or as needed basis, in all MHA Programs, such as PROS, CORE, CLP, Care Coordination, etc.
This position may also be requested to assist the Agency’s finance department on financial projects, budgets etc.

Essential Duties & Responsibilities
- Prepare monthly financial reports/financial statements of the Program. Coordinate with the CFO oversight of general ledger/accounting system to ensure it meets the needs of the Financial Management Dept.
- Monitor client balances to ensure funds are available or are expected to be received to pay expenses. Identify client balances that could result in termination of Social Security Benefits and work with Director on managing these accounts. Ensure terminated accounts have funds returned to government agencies and/or clients. Ensure MHA fil3w abandoned property reports with NY State.
- Work with other agencies that will utilize MHA financial services for paying housing and other bills of individual identified through the 1115 Waiver Program
- Ensure MHA Financial Management fees are paid to MHA and bill to third party agencies. Perform accounts receivable follow up on bills to third party agencies.
- Coordinate with Director of Financial Management the budget for Nassau County Contract and ensure costs are claimed to the County. Review Financial Management Program costs and revenue streams to ensure County funding properly supports the Program. Work with Director of Financial Management to ensure services committed to per Nassau County contract are met
- Work with CLP housing staff to ensure new admissions are cleared financially. Assist in screening, intake, and data entry of consumers to determine eligibility for benefits. Provide guidance to MHANC staff and directly assist consumer with completion of applications for benefits/entitlements, including obtaining required documentation and following through to ensure application is completed and approved. When necessary, assist consumers in completing appeal/fair hearing to obtain benefits needed.
- Monitor consumer Medicaid, including spend downs. Use EPaces monthly to ensure benefits are active.
- Remain abreast of current Social Security, OTDA regulations for benefit enrollment and recommend appropriate updates of organizational policies.
- Maintain accurate records for Social Security and rent payments and assist Director of Financial Management with filing reports/correspondence with Social Security.
- Complete annual rent calculations based on consumer income; complete consumer meetings as necessary to explain rental charges. Work with housing staff and Director of Financial Management to ensure clients are receiving all benefits that are available to them
- Assist in Monitoring CLP rent payments including arrears notices and eviction notices.
- Participate in monthly rent collection meetings with CLP program staff and to review and discuss action plans to resolve. Meet with consumers who are delinquent in rent payments to develop payment plans to resolve arrears and follow up to ensure plans are followed.
- Assists the Director of Financial Management on third party audits
- Verify insurance for clients, on a monthly or as needed basis, in all MHA Programs, such as PROS, CORE, CLP, Care Coordination, etc.
- Accepts and follows through on other duties as assigned by CFO and Director of Financial Management.
Education & Experience
- Bachelor’s degree in Accounting
- Preferred - One year of experience preferred in Social Services with specific work experience in entitlements, benefits, and working with individuals living with mental health/substance abuse diagnosis.
- Skill sets needed are an effective communicator, well organized and multitasking. Must be able to handle simultaneous challenging situations. Must be flexible, demonstrate personal integrity and the ability to work effectively with consumers, personnel, and support agencies. Must be willing to assist with certain clerical functions.
- CPA Preferred
- Driver’s license.
- Microsoft Outlook, Internet experience and working knowledge of computer operations including Excel, Word and Outlook. Excel skills for look up tables a plus.
