Duties And Responsibilities
Under the direction of the Director of Learning and Organizational Development, assists with the planning, development, and implementation of the Library’s overall learning and organizational development strategies. Promotes and supports employee growth and development by implementing exceptional training programs aligned with the goal of establishing human capital as the critical component in accomplishing the organization’s strategic and operational goals. Manages initiatives and programs designed to ensure individual and organizational effectiveness and productivity. Continually diagnoses and assesses organizational training and development needs. Recommends direction, key curricula, processes and tools for employee learning and development based upon a knowledge of current best practices and resources. Primary area of focus on public service and customer engagement training and development support.
Builds and maintains relationships with providers of learning and development services to leverage appropriate solutions and understand industry best practices. A successful candidate will have the ability to use the appropriate mix of instructional design tools and techniques (technology or non-technology) to develop and lead Training and Development offerings. Performs other duties as assigned.

This is a non-union position. The starting annual salary range is $90,000-$100,000.

Management and Coordination
- Manages learning and development programs and collateral.
- Proposes enhancements to existing training programs.
- Establishes relationships with vendors for employee participation in outside training programs.
- Hires, manages and evaluates instructional design and facilitators to ensure delivery of high quality programs/content.
- Develops e-learning, instructor-led, and blended learning to best meet audience's learning styles.
- Works in conjunction with appropriate stakeholders to gather and assess business and organization priorities and goals in relation to learning and development needs.
- Analyzes the information and determines development and learning solutions aligned with these goals and priorities.
- Advises/counsels managers and employees on selecting appropriate development options to meet individual and team needs.
- Provides input to related operating budgets.
- Manages budgets and measures training and development outcomes for return on investment, growth in employee skillset and resulting employee engagement and performance.
- Creates and maintains relevant reports and metrics.
- Coordinates "Train the Trainer" programs for trainers and designated staff to ensure quality and consistency of training materials.
- Develops both traditional classroom and online training solutions.
- Develops on-line learning management system to scheduling, registration, and track completion of training programs.
- Coordinates this work within current employee management and assessment tools.
- Researches and remains abreast of new training techniques.
- Creates developmental programs to upgrade managerial capability across organizational leadership/management population.
- Develops job related training and learning activities for all employee designed to increase effectiveness and efficiencies across all disciplines within the organization.
- Supports career progression by developing programs that offer the opportunity to learn new skills to help employees identify and reach their next level of performance and responsibility.
- Bachelor’s degree in Human Resources, Organizational Development, or a related field required.
- At least 5 years of experience in training, organizational development or human resources working in both a classroom and virtual setting in a not-for-profit or corporate setting.
- Excellent verbal and written communication skills, with an emphasis on presenting ideas clearly, straightforwardly and persuasively to a wide range of audiences.
- Demonstrated ability to execute and improve Learning & Development processes.
- Strong organizational skills with the ability to meet deadlines while maintaining accuracy required. Creative, flexible, and proactive approach to problem solving, with a willingness to adapt and innovate in response to evolving needs and challenges.
- Ability to function in a fast-paced, customer service-oriented environment, prioritize multiple projects on a daily basis, and adjust to shifting priorities.
- Strong planning, project management, analytical and organizational skills.
- Ability to foster teamwork, collaboration and inclusiveness, building strong relationships across the organization.
- Ability to work independently and as part of a team with a proactive and positive style that fosters collaborative working relationships.
- Excellent computer skills, including proficiency in using Microsoft Word, Outlook, Excel and PowerPoint. Ability to quickly get up to speed and master new applications and software is critical.
- Proficiency with MS Teams and Zoom required.
- Commitment to serving all communities in the most diverse area of the country.
- Familiarity with HRIS systems is preferred.
