Description

JSI's clients are leading the charge in bridging the digital divide, securing transformative broadband grants like BEAD, ARPA, and more. As these grants empower communities, ensuring meticulous post-award compliance is paramount. We're seeking a highly motivated, dynamic, and detail-oriented to lead and expand our champion our Grants and Post Award Compliance service, a critical aspect of our clients' success.

This role demands an experienced leader with a deep understanding of grants compliance, capable of driving the daily operational excellence of our compliance services, including management and training of other team member(s). The Senior Manager will play a pivotal role in ensuring our clients' adherence to complex regulatory frameworks, proactively identifying areas for process improvement, and providing expert, hands-on guidance while actively supporting business development efforts, proposal creation, and effective budget management for the service offering.

Key Responsibilities

Grants Compliance
  • Manage a wide and diverse portfolio of client accounts, providing expert guidance on complex post-award grant compliance processes. This includes ensuring meticulous adherence to grant terms and conditions for awards from various federal agencies and different states, often encompassing multiple awards with distinct and intricate requirements, specifically including 2 CFR 200 (Uniform Guidance) and other relevant regulations.
  • Cultivate and sustain strong, strategic relationships with clients, establishing yourself as their trusted advisor on both post-award grant compliance and telecom regulatory matters.
  • Provide expert guidance and support to clients throughout the grant lifecycle and regulatory compliance processes, ensuring they understand and fulfill their obligations.
  • Oversee and direct comprehensive reporting requirements, financial oversight, and performance tracking for grants.
  • Develop, implement, and continuously refine robust compliance frameworks, including internal controls, monitoring procedures, and risk mitigation strategies.
  • Serve as a client’s primary point of contact for grant-related audits and inquiries, providing documentation and demonstrating compliance.
  • Serve as a key liaison with regulatory and awarding agencies, addressing inquiries and representing the company’s interests
Telecom Regulatory Compliance
  • Stay abreast of evolving federal and state telecommunications and grant regulations.
  • Prepare and submit accurate regulatory filings and compliance reports on behalf of our broadband providers
  • Serve as a liaison with regulatory and awarding agencies, addressing inquiries and representing the company’s interests
  • Provide guidance and training to internal teams on regulatory matters.
Client Support & Education
  • Build strong relationships with clients, serving as their trusted advisor on both post-award grant compliance and telecom regulatory matters.
  • Provide expert guidance and support to clients throughout the grant lifecycle and regulatory compliance processes, ensuring they understand and fulfill their obligations.
  • Develop and deliver educational resources (webinars, training sessions, written materials) to enhance client understanding of post-award compliance requirements and telecom regulations
Internal Collaboration & Solutions


  • Collaborate strategically with internal teams (legal, finance, engineering and project management) to ensure seamless coordination across all grant-related activities and regulatory compliance efforts
    • Serve as an internal subject matter expert, continuously staying informed on evolving grant compliance regulations and best practices, proactively sharing knowledge and insights (presentations, advisories, webinars, training sessions, written materials) to elevate team capabilities and to enhance client understanding of post-award compliance requirements.
    • Actively participate in and lead team meetings, contributing creative solutions to regulatory and funding challenges.
    • Lead brainstorming sessions to develop effective communication strategies for new regulations, ensuring our messaging is impactful and clearly understood.
    • Proactively identify and champion additional duties and strategic projects that significantly advance departmental and organizational goals.




  • Skills, Knowledge and Expertise

    • 7-10 years of professional experience in a combination of grant management, compliance, and telecommunications regulatory affairs.
    • Demonstrated expertise in post-award grant compliance, including experience with 2 CFR 200 / Uniform Guidance.
    • Knowledge of telecom regulatory compliance, including experience with:
      • Federal Communications Commission (FCC) regulations and filings
      • Universal Service Administrative Company (USAC) programs and compliance
      • State Public Utility Commission (PUC) or Public Service Commission (PSC) regulations and interactions
      • Proven ability to manage complex issues with various levels of leadership.
    • Partner with existing, potential clients and internal organizations to highlight JSI grant compliance management services.
    • Share market strategies to drive client engagement.
    • Strong leadership and management skills, with the ability to motivate and guide a team.
    • · Laser-focused attention to detail and a passion for exceptional client service.
    • Excellent verbal and written communication skills.
    • Proficiency in Microsoft Office Suite, SmartSheets, and Adobe Acrobat.
    • Strong organizational skills to manage multiple grants and competing priorities in a fast-paced, dynamic environment.
    • Proven ability to build trusting relationships with stakeholders at all levels.
