Optum State Government Solutions is looking for a detail-oriented and strategic PMO Master Scheduler. The ideal candidate will have a solid background in crafting compelling, compliant schedules. This role will have two focus areas. The building of schedules/workplans in support of state government solicitations (RFPs, RFQs, RFIs). This role will also develop/manage the Integrated Project Schedule Center of Excellence. (COE) to build best practices, training and audit programs to assure consistent quality in schedules across the business.

Primary Responsibilities

Workplan/Schedules Development for Submission with RFP/RFI’s

  • Coordinate with capture managers, subject matter experts (SMEs), and other team members to develop high-quality integrated schedules that help us win new business
  • Understand and define work strategies, aligning tasks with resources to deliver desired client outcomes and reflected in the schedule
  • Coordinate with technical teams and stakeholders to manage schedule build effectively
  • Ensures major projects and program schedules and plans are horizontally and vertically integrated across company functional groups
  • Ensure all schedules and contract deliverables fully comply with internal policies, customer, and industry requirements

Develop/ Manage - Integrated Project Schedule Center of Excellence - COE

  • Standards & Governance - Develop and enforce standardized scheduling methodologies (Critical Path, Agile). Defne scheduling policies, templates and procedures
  • Training and Capability building - Provide training and certification programs for schedulers /project managers. Build organization capability in schedule management and analysis
  • Quality Assurance - Review and audit project schedules for accuracy, completeness and alignment to project objectives
  • Performance Monitoring and Reporting - Track schedule performance across the portfolio
  • Knowledge Management - Capture and share lessons learned, best practices and innovations in scheduling. Maintain repository of historical schedule data for benchmarking

Required Qualifications

  • Project Management Professional (PMP) Certification
  • 5+ years of experience in project scheduling, preferably in a complex, multi-project environment
  • 3+ years of experience working hands-on with all aspects of the System Development Life Cycle
  • 3+ years of experience with data gathering/analysis and writing system requirements
  • 3+ years of experience maintaining project schedule for government DDI projects
  • Proven solid understanding of project management principles (PMP certification required)
  • Proven understanding of Agile and Change Management processes in relation to scheduling
  • Proven solid proficiency with MS Project skilled in task sequencing, resource allocation, and dependency management

Preferred Qualifications

  • Experience facilitating Joint Application Design (JAD) session
  • Healthcare Information Exchange, EDI, Healthcare Industry experience
  • Proficiency with MS Office (Including Word, Excel, Outlook, PowerPoint, Access)
  • Proficiency with MS Visio

The salary range for this role is $106,800 to $194,200 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
