The Idaho Department of Labor (IDOL) has an exciting opportunity for a full-time Program Supervisor for the Apprenticeship Program.

As the statewide lead for IDOL’s apprenticeship efforts, the Program Supervisor supports and manages core programmatic functions for apprenticeship, is responsible for increasing the number of Registered Apprenticeship programs available throughout Idaho, and for ensuring compliance with USDOL regulations. The position will be responsible for supervising staff located across the state.

The ideal candidate possesses strong leadership and communication skills, experience administering federal grants, the ability and desire to collaborate for creative solutions to workforce needs, strong problem-solving, good time management skills, and a passion for developing Idaho's workforce.

This position provides a supervisory role, and incumbents typically provide general supervision of staff and coordination of employment and grant related activities as specified in a grant funded project. The Program Supervisor supervises a full range of programmatic oversight functions.

The position is located in Boise and will report to the Workforce Administration Program Manager.

Example of Duties

The Program Supervisor oversees and engages in a variety of activities related to grant administration including:

  • Coordinate and provide programmatic oversight for Idaho’s Apprenticeship grant program.
  • Supervise, provide direction, and train personnel in programs funded by United States Department of Labor (USDOL).
  • Ensure compliance with federal Uniform Grant Guidance (2 CFR 200) and grant specific requirements.
  • Act as IDOL’s subject matter expert on Apprenticeship Programs.
  • Assist in identifying funding opportunities and developing grant proposals.
  • Complete federal grant reporting.
  • Budget development and oversight.
  • Manage an oversees the development of projects from initiation to completion.
  • Develop collaborative partnerships with the public, private, and non-profit sectors to support program development and implementation.
  • Coordinate day-to-day project workflow, identify assignments, track progress, and ensure completion of contractual goals.
  • Develop and maintain effective communication and working relationships with management, staff, grant partners, and other community members.
  • Supervise a team of professional staff.
  • Analyze, evaluate, and improve upon program processes.

  • Some knowledge of management practices.Thisis typically gained by one year of work experience that included all the essential elements of management (Planning, Organizing, Leading and Controlling) OR completion of two upper division college-level courses, or approximately 60 hours of management training, that included all the essential elements of management AND six months of work experience performing all the management elements.

Experience

  • Developing procedures and/or monitoring a budget.Typically gained by at least one year of experience developing procedures and/or monitoring a budget which included allocating expenditures, reconciling accounts and making fund transfers, or supervising these functions.
  • Supervising staff.Typically gained by at least one year of experience where responsible for interviewing and selecting staff, providing work direction and training, evaluating performance and generating employer problem solving solutions. Include the length of time, number and level of staff supervised. This could be supporting staff and/or a limited number of staff
  • Providing liaison with customer/provider groups.Typicallygained by at least one year of experience working with one or more community groups of adults or providing liaison with customers and/or provider groups in a leadership role to share information, coordinate efforts and/or achieve shared goals.
  • Interpreting federal or state regulations.Typicallygained by at least one year or more with responsibility for reviewing documents or actions for compliance with laws, regulations, and/or policies; OR through explaining to others how laws, regulations or policies apply to specific situations.

  • Federal grant writing and management experience.
  • Knowledge of apprenticeship programs.
  • Skilled at tracking, managing, organizing, and ensuring the timely completion of multiple projects and assignments.
  • Demonstrated experience managing grant programs including experience with program reporting, performance, and monitoring to assure compliance.
  • Exceptional project management skills that enable the execution of complex, multi-stakeholder projects over short-, medium- and long-term timelines.
  • Strong leadership, diplomatic, motivational skills, including the ability to lead up, across, and down.
  • Strong interpersonal skills and communication skills (written, verbal and presentation).
  • Self-motivation and decisiveness, with the ability to adapt and meet competing demands.
