Responsibilities
The IT Manager of Infrastructure Systems and Security provides leadership and strategic oversight for the teams responsible for designing, implementing and maintaining the City’s IT infrastructure. This includes guidance over network infrastructure, server and storage systems, virtualization platforms (private and public cloud), databases, firewalls, VoIP systems and cybersecurity initiatives. The IT Manager focuses on performance, security, disaster recovery and process improvement, ensuring the City’s IT environment remains stable, secure and future-ready. Responsibilities also include staff management by overseeing the recruitment, training, performance evaluation and discipline of IT staff, being willing and able to be "on call", 24/7, to provide guidance, support and supervision to staff, as needed, and assuming responsibilities for department operations, in the absence of the CIO/IT Director, to ensure uninterrupted service delivery.
Minimum Qualifications
Bachelor’s degree in Business, Computer Science, Computer Engineering, Management Information Systems or related field AND five (5) years of experience in Information Technology as a systems architect, systems engineer, systems analyst or database. Two (2) of the above listed years must have been as a manager, supervisor, project manager or team lead.
OR
Associate’s degree in Business, Computer Science, Computer Engineering, Management Information Systems or a related field AND seven (7) years of experience in information technology as a systems architect, systems engineer, systems analyst or database manager. Three (3) of the above listed years must have been as a manager, supervisor, project manager or team lead.
Must have at least two (2) of the following certifications (or their equivalents):
Microsoft (On-Premises & Cloud)
License Requirements
Must possess a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.

A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.

- Microsoft Certified: Azure Solutions Architect Expert
- Microsoft 365 Certified: Enterprise Administrator Expert
- Microsoft Certified: Windows Server Hybrid Administrator Associate
- VMware Certified Professional (VCP)
- Certified Information Security Manager (CISM)
- CompTIA Security+
- Certified Information Systems Auditor (CISA)
- Certified Information Systems Security Professional (CISSP)
- Cisco Certified Network Professional (or equivalent)
- Extreme Certified Specialist (or comparable vendor certification)
- Project Management Professional (PMP)
- IT Infrastructure Library (ITIL) Certification
- Control Objectives for Information and Related Technologies (COBIT) Certification
- Six Sigma (e.g., Green Belt or Black Belt)
