Job Summary

The Payroll Manager is responsible for the maintenance and administration of payroll cycles and records. Provides operational leadership to a team responsible for the accurate and timely processing of system-wide payroll and expense reimbursement requests. The Manager coordinates preparation of monthly financial reports, assists in the development of payroll policies and procedures, participates in, or manages auditing of systems and records to ensure accurate and timely processing and closing of payroll. This position provides management and supervision to designated staff.

Knowledge, Skills & Abilities

  • Knowledge of payroll recordkeeping and governmental and regulatory reporting requirements.
  • Knowledge of applicable payroll tax laws and regulations.
  • Knowledge of applicable wage and hour laws, and payroll accounting practices,
  • Knowledge of 403b plans, including employee deferral, employer matches and contributions

Education

  • High school graduate or equivalent.
  • Bachelor’s degree in Accounting, Finance, Business Administrations, or related field or in lieu of degree, a combination of equivalent education and work experience.

Experience

  • Payroll experience (4 years).
  • Supervisory/management experience at the department level (2 years).
  • Understanding and practical use of Generally Accepted Accounting Principles (GAAP).
  • Subject matter expert of payroll functions, processes, and terminologies.
  • Familiarity with automated payroll systems.
  • Strong working knowledge of a payroll timekeeping system

Preferred:

  • Financial analysis experience.
  • UKG payroll software experience
  • Payroll system implementation and/or process improvement experience

Credentials

Preferred:

  • Certified Payroll Professional (CPP) certification through the American Payroll Association (APA).

Other

  • Driver's license with the State of Washington.
  • Motor vehicle insurance liability policy, a certificate of deposit, or a liability bond to the required limits.

Job Specific Functions/Performance:

  • Manages the payroll staff, production of biweekly payroll and all related reporting.
  • Organizes the workflow and processes for payroll, sets priorities, work schedules and delegates assignments to ensure timely and accurate payroll production and reporting; gives detailed instructions to payroll team for carrying out their duties.
  • Maintains thorough and completes knowledge of payroll administration and payroll taxes; ensure payroll changes are accurate, timely and thoroughly tested.
  • Reviews all payroll tax reports, W-2’s, 1099’s, workers compensation, gross receipts tax returns, and all other federal, state and local taxes in connection with payroll.
  • Reviews and audits payroll data, ensuring accurate wages, tax withholdings, deductions, and garnishments and end-of-year payroll tax and reporting compliance.
  • Ensures payroll transactions adhere to regulatory agencies and employee benefit policies established by Human Resources.
  • Manages payroll-related areas of the end-of-month close cycle, such as payroll accruals, including bonuses and commissions, and prepare certain payroll account reconciliations.
  • Develops and leads the process to train managers and employees regarding the timekeeping system.
  • Assists in the development of payroll policies and procedures.
  • Prepares audit schedules and works with auditors to complete various periodic audits related to payroll processes. Audits include but not limited to 403(b) audits and regulatory audits.
  • Responds to requests for information from other departments within the agency.
  • Facilitates meetings for the purpose of identifying appropriate actions that are related to payroll matters.
  • Supports and provide direction on UKG and other payroll process system’s setup, maintenance, upgrades, and enhancements. Partners with HR team to enhance and maintain payroll system and configuration.
  • Drive continuous improvement throughout the payroll department that reduces process waste, increases productivity, and improves service levels.
  • Performs payroll financial analysis and special projects as assigned by the CFO
  • Adheres to attendance standards in order to perform the job functions for daily operations and/or continuity of patient care.
