SUMMARY

The Director of Facilities and Property is responsible for the direction and management of facility operations to ensure that the buildings, grounds, and facility equipment are maintained in optimum operating condition to create a safe, comfortable, clean, attractive, supportive environment for the care of residents. Oversees a leadership team comprised of the Assistant Director of Facilities and Property, Facilities Coordinator, Grounds Supervisor, and Facilities and Property Coordinator. Directs and oversees the development, design, and implementation of a thorough preventive maintenance program for Westminster Village. Works to identify environment of care issues in collaboration with other facility leaders and develops and implements effective solutions. Directs and oversees the design, planning, construction, maintenance and cleanliness of equipment, machinery, buildings, and other facilities. Confers with contractors to develop plans, specifications, and cost estimates of remodeling/renovation projects. The position plans, budgets, and schedules facility modifications, including estimates on equipment, labor materials and other related costs. Regularly reports progress of activities through routine meetings with the Chief Operating Officer. Works closely with the Board of Directors and Property Committee. This position requires a person who is visible, reliable, works with autonomy, and can relate to individuals at all levels within the organization.


ESSENTIAL DUTIES

Facilities Management, Maintenance, and Program Implementation:

•Plans, organizes, and directs the maintenance, repair, alteration, and cleanliness of the organizations’ buildings, grounds, and facility equipment.

•Directs site repairs, construction, and preventative maintenance and cleaning/sanitization projects, ensuring completion within established time frames, project design and budget.

•Directs facilities short- and long-term planning and space allocation. Maintains an annual and long-term facility needs plan.

•Develops the budget for the department (including cost estimates), oversees the budgetary process and ensures expenses are within budget limits and fiscal practices are followed.

•Coordinates and communicates facilities efforts with leadership and management.

•Manages all vendor contracts, seeks competitive bids, in collaboration with executive management; negotiate terms as required.

•Oversees state and federal code requirements to maintain facility compliance, such as Illinois Department of Public Health, NFPA, McClean County and City of Bloomington codes and ordinances, and Centers for Medicare and Medicaid Services (CMS).

•Inspects new construction, repair work, projects, equipment, work orders, daily maintenance, and supplies to ensure all jobs are completed efficiently and the specifications for major capital

improvements are within

local, state and federal government regulations; approves inspection reports and payment requests.

•Perform analysis of software programs for proper HVAC, cooling and access control per ASHRAE requirements.

•Oversees daily work of facilities personnel, including work order system, scheduling, and on-call responsibilities.

•Ensures 24-hour availability to respond to emergency calls, situations, or other urgent issues involving Westminster Village.

•Research new products, laws, and regulations to make recommendations for purchases, contracts, and maintenance facilities services.

•Prepares and files reports with government and regulatory authorities as required.

•Maintains a safe work environment for all staff, clients, and visitors (i.e., Quality Assurance, Disaster Preparedness).

•Oversees all aspects of the Westminster Village Facilities Management Plans, including safety, security, hazardous materials and waste, fire safety, and utilities. Ensure Facilities Management plans include risk assessment, staff development, emergency response and procedures, inspection, and evaluation.

•Manages the receiving function.

•Manages the telecommunication function.

•Oversees the security of the campus which includes working with contractors and all electronic security devices vendors.

•Works with other Leadership team members and IT vendor to assess, implement, and troubleshoot IT and technology initiatives.

Personnel Responsibilities:

•Hires, supervises, evaluates, and develops leadership team consisting of the Assistant Director of Facilities and Property, Facilities Coordinator, Grounds Supervisor, and Facilities and Property Coordinator.

•Hires, supervises, and evaluates a professional staff of qualified personnel and ensures they are professionally trained to perform the duties of their positions.

•Provides formal and informal feedback sessions to subordinates; documents information from sessions to facilitate the personal and professional development of team members.

•Provides written guidance to all team members on duties, responsibilities, and expectations of performance; takes corrective action when required and document actions in accordance with applicable policies.

•Serves as a coach, teacher, and mentor to facilities department staff, functions as a role model for professional behavior, positive leadership, critical thinking, and interpersonal skills.

•This position supervises various contracting crews, including security attendants, landscaping, and maintenance vendors.

QUALIFICIATIONS:

Bachelor's degree in engineering, industrial management, construction management or facility management preferred; or a minimum of five (5) years of related experience including building construction, maintenance of equipment and utilities, and management of building and grounds required.

A technical college degree with focus on a specific facility trade or similar industrial/healthcare management field may be suitable in lieu of the above requirement with an additional five (5) years of experience in a healthcare facility management setting, related regulatory agency or as an industrial trade contractor.

Previous leadership/management experience required; possess a demonstrated record of successful employee development, project management, budget administration, and the ability to provide sound recommendations regarding priority of maintenance efforts.

Possesses experience assessing, prioritizing, and executing maintenance efforts; adept at planning and directing staff to complete maintenance tasks with efficiency.

Requires extensive knowledge of applicable Federal, State, and local laws and governing body regulations.

Requires knowledge of the techniques, products, and methods of institutional environmental services, including electrical components and systems (HVAC, LVAC, geothermal), building safeguards and security, and hiring personnel.
