This role is responsible for management and oversight of the Company's licensing function responsible for all new operating licenses and permits in support of the Company's strategic and growth initiatives.

KEY DUTIES AND RESPONSIBILITIES:

  • Licensing Subject Matter Expert (SME) for Operations, Real Estate/Construction, M&A, & Digital strategic initiatives/projects. Responsible for identifying key considerations and to ensure alignment, execution, and obstacle elimination while navigating complex regulatory requirements.
  • Manage/oversee licensing team (internal staff and external attorneys/consultants) responsible for timely obtaining operational licenses and permits for new locations and franchisee changeovers including but not limited to business, alcohol, tobacco, food, lottery and SNAP/EBT.
  • Lead licensing team responsible for researching and advising Operations, M&A, and other stakeholders on the licensing impact of anticipated transactions (including acquisitions, new jurisdictions, new lines of business, etc.). Primary liaison with Government Affairs to report and advise on licensing related law and or policy changes.
  • Design and lead the implementation of process improvement initiatives and performance management programs consistent with department, finance-team, and Company-wide goals and objectives.

EDUCATION AND EXPERIENCE:

EDUCATION: Bachelors/4 Year Degree

YEARS OF RELEVANT WORK EXPERIENCE: 7+ years

YEARS OF MANAGEMENT EXXPERIENCE: 3+ Years

SPECIFIC KNOWLEDGE AND SKILLS

  • In-depth knowledge of federal, state, and local licensing laws, regulations, and processes (retail, grocery, and/or restaurant preferred).
  • Ability to handle multiple tasks in a dynamic environment under time-sensitive deadlines.
  • Strong leadership skills including development of licensing department personnel.
  • Ability to think critically and strategically, problem solve, lead with integrity, motivate, and make decisions with ability to delegate as necessary.
  • Excellent verbal and written communication skills with the ability to address stakeholders at all levels.
