Major Responsibilities
- Under the direction of the Borough Commissioner, with wide latitude for independent initiative and judgement, perform responsible work on behalf of the borough administration.
- Represent the Borough Commissioner at agency and external meetings.
- Supervise Borough Commissioner’s administrative staff and day-to-day operations of the office.
- Coordinate the management of the Borough’s capital projects, including liaising with the Capital and Planning divisions, conducting needs assessments, and long-range planning.
- Communicate new needs requests to community boards and elected officials. Communicate with stakeholders throughout the capital process.
- Assist in private fundraising and other funding initiatives. Coordinate grants.
- Serve as liaison to the Commissioner’s office, other Parks divisions and with City, State and Federal agencies.
- Work with elected officials, community boards, civic associations, non-profit organizations and other constituent groups on park-related matters. Promote the agency and the borough’s park programs and projects.
- Develop new “friends of” groups, enhance existing groups and work collaboratively with Partnerships for Parks staff.
- Manage the borough’s correspondence and respond to constituent inquiries.
- Coordinate compiling data, producing report, and project tracking for the borough.
- Oversee the coordination and implementation of special events including community presentations and press events, not limited to ribbon-cuttings, groundbreakings, and public ceremonies.
- This vacancy is only open to 1) current permanent Parks employees serving in the Administrative Community Relations Specialist civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title (e.g. Administrative Staff Analyst or Administrative Manager) or 4) Parks employees who are reachable on the Administrative Community Relations Specialist civil service list or a comparable civil service list or qualify for a comparable title. Minimum Qualifications
- A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity; or
- A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and eight years of satisfactory, full-time experience as described in "1" above, at least two years of which must have been in a broad administrative or policy-making capacity with responsibilities as described in "1" above; or
- Education and/or experience equivalent to "1" or "2" above. Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, at the rate of 30 semester credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 4 years. Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience described in "1" above, on the basis of 30 graduate credits from an accredited college or university (as described above) for each year of experience, up to a maximum of 2 years. - Master’s Degree in Public Administration or related field. 2. Excellent writing, administrative, organizational and communication skills. 3. Proficiency in Microsoft Word, Excel, PowerPoint and Outlook. 4. Ability to anticipate and respond to unexpected and difficult situations. 5. Thorough understanding of the capital system and New York City government. 6. Effective delegation and management skills. 7. Available nights and weekends. 8. Valid New York State driver license.
