The Office of Judicial Administration (OJA) is seeking a highly skilled IT Database Engineering Lead to lead the design, implementation, and management of complex database systems that support the organization’s applications and data strategy. This position will serve as the lead of the data team, providing technical leadership in the development of scalable, secure, and high-performing data infrastructure. This role requires cross-functional collaboration to ensure that the data environment aligns with business goals, performance expectations, and regulatory requirements.

Primary Responsibilities:

  • Serve as the technical lead of the data team, guiding strategy, architecture, and best practices
  • Design and specify comprehensive data architectures for databases, data warehouses, and data lake based on functional and technical requirements
  • Develop logical and physical data models to ensure data integrity, consistency, and performance
  • Build and implement strategies for data acquisition, archival, recovery, and database deployment
  • Manage and troubleshoot data migrations, conversions, and processing issues to support application and business continuity
  • Create database schemas, indexes, and views aligned with application requirements and best practices
  • Write and optimize SQL queries, stored procedures, functions, and scripts to support efficient data manipulation and reporting
  • Implement database backup, recovery, and high-availability solutions, including replication and clustering
  • Enforce database security controls and compliance policies to safeguard sensitive data and meet regulatory requirements
  • Support and automated deployment tools for database development and release management
  • Work with DevOps team to build pipelines that support data transformation, ETL processes, and metadata management
  • Collaborate with business units and developers to understand and satisfy organizational data needs including but not limited to data sourcing, integration, classification, access and reporting.

Required Education and Experience:

Education:

  • Bachelor’s degree in Computer Science, Information Technology, or a related field. (Education requirement can be substituted with equivalent work experience)

Work Experience:

  • Minimum of seven (7) years of experience in database engineering, including:
    • Designing, implementing, and maintaining databases and / or data warehouse
    • Developing data models and database architecture
    • Performance tuning and optimization
    • Data migration, backup, and disaster recovery strategies
    • Enforcing security protocols and regulatory compliance
Technical Skills:

  • Expert in SQL and writing complex stored procedures, triggers, and functions
  • Proficient in database systems such as MySQL, PostgreSQL, Oracle, or Microsoft SQL Server
  • Skilled in data transformation and pipeline development using ETL tools and scripting languages (e.g., Python, Java, C++, Scala)
  • Strong troubleshooting and problem-solving skills related to database performance and data quality

Preferred Certifications:

  • Oracle Certified Professional (OCP) – Database Administrator
  • Microsoft Certified: Azure Database Administrator Associate
  • Microsoft Certified: Azure Data Engineer Associate
  • MongoDB Certified Database Administrator
  • Certified Data Management Professional (CDMP)
