Summary:
The Armed Security Officer is a critical member of the Detention Facility operations team supporting the Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE). Officers ensure the secure custody, control, and humane treatment of single adult detainees held in short-term detention (approximately two weeks or less). Officers will perform duties in compliance with ICE?s National Detention Standards 2019 (NDS 2019), DHS PREA (6 CFR Part 115), and all applicable federal, state, and local regulations.
Key Responsibilities:
- Maintain armed coverage at facility entrances/exits and patrol the compound. Control access, deter unauthorized entry, and ensure protection of government property and personnel.
- Escort detainees within the facility, respond to disturbances, and implement use-of-force and restraint protocols in accordance with NDS 2019.
- Act as a first responder for facility alarms, disturbances, and security threats. May support Disturbance Control Teams (DCTs) during escalation events.
- Conduct security screenings of detainees and staff, inspect property, and maintain chain-of-custody protocols for contraband.
- Operate and monitor security systems (CCTV, motion detection, alarms). Conduct routine security rounds and perimeter inspections.
- Provide armed escorts and secure transport for detainees to offsite locations (medical appointments, court, ports of entry, etc.), as required.
- Complete incident reports, use-of-force documentation, count sheets, and security logs accurately and on time.
- Maintain operations in strict alignment with the SOO and NDS 2019. Adhere to DHS PREA, ICE Detention Standards, and legal requirements (ABA, Rehabilitation Act, etc.).
- Other duties as assigned.
Requirements:
- U.S. Citizen (per DHS Sensitive Information and IT Access Standards).
- High school diploma or GED.
- Minimum 1 year of military, law enforcement, or armed security experience.
- Must qualify and maintain proficiency with ICE-approved firearms (per ICE Firearms Policy, Attachment 12).
- State-issued Armed Guard License (if required by Texas law), CPR/First Aid, DHS PREA Training.
- Must pass DHS/ICE background investigation (Standard Form 85P and DHS vetting process).
- Ability to lift 50 lbs, perform prolonged standing, respond to emergencies, and conduct detainee restraints.
- English fluency required; Spanish proficiency preferred.
- Must meet ICE residency requirements (3 of last 5 years in the U.S. or qualifying exceptions).
Position Conditions & Schedule: 24/7/365 coverage required (including federal holidays).
- Rotating shifts (day, swing, overnight).
- Officers may be subject to continuous vetting under DHS Trusted Workforce 2.0.
- Position is designated under DHS PREA standards (6 CFR § 115.117) and includes enhanced screening.
Preferred Qualifications:
- Prior ICE, CBP, BOP, or contract detention experience.
- Military Police or federal law enforcement background.
- FEMA ICS training.
- Familiarity with ICE NDS 2019, PREA compliance, and facility classification systems (Level 1?3 custody risk).
Security Clearance & Vetting Notes (As per SOO Section 6):
- This is a Public Trust Level Position.
- Subject to background investigation, electronic fingerprinting, and continuous evaluation.
- Must complete forms: SF-85P, OF-306, SSA-89, PREA Questionnaire, DHS NDA.
