The Idaho Department of Juvenile Corrections is recruiting for aDistrict Liaisonto support District 3 out of the JCC- Nampa Facility.The District Liaisons collaborate with and provide information and services to county juvenile probation departments and county elected officials, school district officials, and the community. These relationships are essential to the success of juvenile justice programs. The Liaisons assist in developing alternative interventions, prevention, and diversion programs to keep youth from being committed to state custody and to speed the transition back to the community after treatment. They facilitate the development of county and community juvenile corrections planning coalitions. District Liaisons analyze and make recommendations to address a variety of complex cases and issues.

District Liaisons function independently and are located in districts consisting of four to ten counties each. They provide guidance in implementing the department's balanced approach philosophy in juvenile corrections incorporating community safety, offender accountability and competency skill development. This position requires frequent travel, up to 50% per day throughout many of Idaho's Southwestern Counties to include Owyhee, Canyon, Gem, Payette, Washington, and Adams.

Primary Purpose

  • Coordinate and provide district-wide juvenile corrections liaison services to county-based programs
  • Be an active role in district-wide multi-agency boards, councils, coalitions etc.
  • Support formulation and implementation of state juvenile corrections plan
  • Perform related work

  • Liaison/ Consultation:
  • Contacts county/state elected officials, judges, trial court administrators, juvenile probation departments, contract providers, schools, other state agencies and community coalitions within the assigned districts to establish and maintain liaison services.
  • Increases awareness of the missions of the Department of Juvenile Corrections, the Juvenile Justice Commission and the District Juvenile Justice Council by making oral presentations or providing written information to community organizations and county groups.
  • Provides consultation on juvenile correction matters to department and county staff, elected officials, judges, juvenile correction facilities and community coalition groups.
  • Makes frequent contacts with community officials, public and institution personnel to work on alternative interventions, prevention and diversion programs to keep juveniles from being committed to state custody and to speed transition back to the community after treatment.
  • Assists in developing alternative interventions, prevention and diversion programs to keep juveniles from being committed to state custody and to speed their transition back to community after treatment.
  • Facilitates development of county and community juvenile corrections planning coalitions.
  • Serves on stakeholder committee, boards and workgroups to address service development, delivery and funding.
  • Provides consultation on new program development, identifying funding sources and promoting coordination of multiple funding streams.
  • Serves as resource and provides training and technical assistance to county elected officials, courts, juvenile probation and detention administrators, community organizations, and department employees relative to juvenile justice programs and the Balanced Approach and mission of the Department.
  • Participates with the District Juvenile Justice Councils in developing district action plans and community resources.
  • Co-develops with counties, a strategic plan for continuum of juvenile protection, accountability and skill building services based upon community needs and/or research.
  • Facilitates on-site visits by DJC and other professionals or officials to treatment or detention facilities within the Districts by making appointments and providing transportation.
  • Facilitates visits and inspections at local law enforcement facilities.
  • Reporting, Data Collection, & Correspondence:
  • Prepares reports to keep Department apprised of district happenings, progress and problems.
  • Prepares a variety of correspondence to communicate with department, county, court and community workers.
  • Collects research data on juvenile justice/corrections issues based on needs assessment.
  • Maintains calendar of work activities and appointments to be accessed by supervisor.
  • Financial Resources:
  • Informs counties of Department funding amounts and schedules including JCA and Tobacco, lottery tax, and other Juvenile Justice Commission grants.
  • Provides technical assistance/consultation on writing grant proposals, budget planning and allocation of resources and reporting requirements for JCA, Tobacco Tax and Lottery funds.
  • Assist counties with accessing ancillary funding, to include SUDS and CBAS.
  • Juvenile Case Management:
  • Assist in screening teams as requested or to observe.
  • May review criminal history, risk factors, CAFAS or CANS, psycho-social and family information data.
  • May recommend alternative strategies and encourage utilization of local community resources, churches, counseling for the juvenile and/or family, substance abuse counseling, informal probation, community service work, voluntary restitution, or other available service or program as an alternative to commitment.
  • May provide input into viable treatment options for individual placements within the district.
  • Other Duties as Assigned:
  • Attends trainings to stay current with departmental requirements and new practices/trends in juvenile corrections.
  • Monitors District budget and approves the purchase of district supplies and equipment.
  • Other duties assigned by the District Liaison Supervisor.

Experience

Minimum Qualifications:

  • Providing program and technical liaison/consultation on juvenile corrections matters to department and county staff, local and state elected officials, judges, juvenile corrections facilities and community coalition groups;
  • Developing and presenting public/business presentations and providing public relations activities for business or public organizations.
  • Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.

Preferred Qualifications

  • Knowledge in juvenile justice best practices
  • Computer skills are needed to write reports and recommendations, as well as to work in Excel documents and utilize virtual teams based platforms.
