Summary
Job Description
The Vice President of Line Operations oversees the operation and maintenance of the Association’s transmission and distribution lines. This role is responsible for planning, capital improvement recommendations, fiscal management, and ensuring alignment with the Association’s safety and reliability objectives.
Essential Functions
Internal
This position has supervisory responsibility for the Manager, Line Construction & Maintenance, Manager, M&O Services, and Senior Manager of Operations Support.
Work Environment
General office setting with periodic field trips and occasional travel. Must be available during major outages or emergencies. This position directs and manages the scheduling and coordinating with Distribution Engineering Division the “On-Duty-Supervisor” list and rotation. It is required for this position to serve on the on-duty supervisor rotation.
Minimum Qualifications And Experience
Education
Bachelor’s degree in engineering, engineering management, business, or related field is required. Alaska Electrical Administrator License in the Outside Line or Unlimited Line category preferred.
Experience
Ten (10) years of progressively responsible experience in electric utility operation, construction and maintenance, including supervisory experience at department management levels. Experience in overhead and underground transmission and distribution maintenance practices. Familiarity with utility metering methods, materials management, and fleet operations preferred. Experience working in a union environment is preferred.
Substitution
Additional experience in a similarly complex position may serve as a substitute for education requirement on a year-for-year basis.

Job Description

This role is responsible for planning, capital improvement recommendations, fiscal management, and ensuring alignment with the Association’s safety and reliability objectives.
Essential Functions
- Develop and manage the divisional structure and staffing. Provide leadership to achieve divisional goals and enhance productivity.
- Direct short and long-term construction, operations, and maintenance plans. Participate in corporate strategic planning.
- Oversee the preparation and management of operating and capital budgets.
- Manage adherence to policies and procedures. Implement quality improvement initiatives.
- Represent the Association in legal matters, industry committees, and public forums. Coordinate with internal and external stakeholders.
- Develop and enforce safety practices and programs. Ensure compliance with regulatory standards.
- Recommend and implement new technologies and industry best practices. Participate in benchmarking studies.
- Lead and coordinate storm response efforts, ensuring rapid restoration of services and effective communication with stakeholders during emergencies.
- Other duties as assigned.
Internal
- Chief Operating Officer: Reports to; receives direction, guidance, and decisions from.
- Board of Directors: Present information and reports.
- Division Managers and Employees: Supervise, provide direction and guidance to, reviews performance of, and coordinates with.
- Other Chugach managers and staff: Consult and exchange information with, provide management and support.
- Bargaining Unit Representatives
- Other Utilities and Business Partners: Collaborate with; participate in committees and share information as needed.
- Federal/State Agencies: Communicates with, exchanges information with, and complies with regulated requests.
- Knowledge of utility systems operations, construction, and maintenance.
- Familiarity with Uniform System of Accounts, NESC, OSHA, DOT, and environmental regulations.
- Understanding of budgeting, contracting, and construction methods.
- Effective verbal, written, and negotiation skills with the capability to clearly convey both technical and strategic information to various audiences.
- Current management skills to supervise and enhance service levels and productivity.
- Ability to represent Chugach’s O&M interests in committees and studies.
- Ability to identify system needs and recommend improvements for strategic objectives.
- Proficiency in using personal computers and software for budgeting, work management, and control.
- Demonstrated ability to organize workflow, manage multiple priorities, and effectively utilize resources.
