Great Lakes Inter-Tribal Council is a non-profit organization formed by the Native American Tribes of Wisconsin. We serve all WI tribes by providing administration of grant-funded programs either directly or with sub grants. Programs range from Child and Maternal services to Education to Disability and Elder benefits. Our Mission is: To Enhance the Quality of Life for all Native People.

The Emergency Preparedness Specialist, under general direction and supervision from the Program Director, coordinates plan, organize, and administer Public Health Emergency Preparedness activities, including pre-emergency planning, emergency response activities, and post-emergency functions. In addition, this position coordinates and directs the development of presentations to tribal Leadership, the public, schools, community groups and organizations relevant to Tribal health preparedness planning and response for the Bemidji Area Tribes served by GLITEC, Serves on Incident Management Teams during disasters/emergencies as needed.

Principal Duties And Responsibilities

  • Ongoing assistance for tribal communities in the development and strengthening of response plans for major public health emergencies.
  • Communicates and coordinates disaster planning, emergency procedures and operational drills in preparation for emergency situations. Assists in the preparation of a comprehensive response to a broad array of natural and manmade disasters and emergency situations affecting tribal health system. Maintains personnel and emergency resource materials information.
  • Participates in emergency response activities with the Bemidji Area Tribes, hospitals, clinics, state agencies, municipalities, public safety agencies, mutual aid forces and volunteer service agencies in the planning, response, recovery and mitigation of emergencies and disasters.
  • Develop policies and procedures for emergency planning, emergency management training and education, and emergency preparedness activities with GLITEC/GLITC departments and a wide variety of public and private agencies. Represents GLITEC on emergency planning and response committees and forums.
  • Prepare reports related to current and long-range strategic issues and needs related to emergency preparedness. Develops, prepares, and delivers educational presentations and training to increase awareness of emergency preparedness. May apply for and manage State and Federal Assistance grants for emergency management programs.
  • Coordinates resource and asset management and inventory.
  • Assures emergency preparedness programs meet regulatory standards and GLITEC/GLITC goals.
  • Provides leadership, direction, and guidance to assigned professional and/or support staff.
  • Tracks statewide events and provides follow-up with tribal partners as appropriate.
  • Serves as communication lead, keeping tribal leadership appraised of statewide events and emerging threats to community health, health services and critical infrastructure in the tribal health system.
  • Performs other duties as assigned.

Qualifications

Required: Bachelor’s Degree in a related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education. Completion of Emergency Preparedness Courses to include at a minimum: IS 100.B Introduction to the Incident Command System; IS-200.b ICS for Single Resources and Initial Action Incidents; IS-200.HCa Applying ICS to Healthcare Organizations; ICS-300 Intermediate ICS for Expanding Incidents; ICS-400 Advanced ICS Command and General Staff; Complex Incidents.IS-700.a National Incident Management System (NIMS) an Introduction; IS-800.b National Response Framework, an Introduction; Non-supervisory - Five (5) years of emergency services management experience with state and or federal emergency management agencies; and Alaska tribes and tribal health organizations; Experience on Incident Management Teams managing disasters and emergencies; Experience coordinating/directing major emergency management programs. Experience managing grants including writing grant applications, managing grant budgets, compiling required grant reports; Experience developing and presenting education and training programs; minimum of two years’ employee supervision experience. Preferred: Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education. Completion of: E0580 Emergency Management Framework for Tribal Governments; E0581 Emergency Operations for Tribal Governments; E0582 Mitigation for Tribal Governments; L0552 Continuity of Operations (COOP) for Tribal Governments. Individual must possess: Knowledge of emergency management concepts, principles, and philosophies including federal and mid-west states (MI, MN, and WI) statutes and regulations regarding Emergency/Disaster Management. Knowledge of National Incident Management System and the Hospital Emergency Incident Command System and how they inter-relate. Knowledge of hospital and clinic health care system organization. Ability to professionally represent GLITEC/GLITC at local, state, tribal or federal government functions. Ability to function effectively in a dangerous and/or high stress environment. Must be able to lift approximately 20 pounds. GLITC is not a latex free environment. Therefore, some latex exposure can be expected. Working within sites or disaster areas where potentially dangerous and unpredictable conditions may exist.

This is a full-time exempt position working Monday through Friday, 8am-4:30pm. The worksite is located in our Green Bay, Wisconsin office. This is not a remote position. This position, based on skills and experience, has a salary range of $55,000 - $70,000 annually with benefits including Annual Leave, Personal Leave and Holiday Pay; Health, Dental, Life & AD&D, STD and LTD Insurance, FSAand401(k) Retirement Plan. This position requires frequent travel for the purposes of attending community and program related activities. Drug and background screening is required before hire.
