Job Description
Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site’s Cold War legacy. The MSTS GIS Department is seeking an outstanding candidate for a GIS Analyst (Scientist II) position. GIS Services maintains the MSTS Enterprise GIS capability and supports numerous programs/projects across the Nuclear Security Enterprise (NSE). This position entails the design, development, maintenance, administration, and upgrade of GIS systems, processes, data, and products (maps, reports, etc.).
Key Responsibilities
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Key Responsibilities
- Work closely with SMEs, stakeholders, and GIS staff to define and capture infrastructure data requirements.
- Assist in the design, development, implementation, and integration of GIS data models.
- Research, collate, and evaluate infrastructure data from various sources.
- Identify data gaps or inadequacies; plan, coordinate, and conduct field collections.
- Collect, document, input, verify, and track GIS data and products.
- Apply sound data governance principles within a resource constrained environment.
- Maintain a firm understanding of the existing GIS databases, data models, and applications; stay abreast of application and process changes.
- Assist in the design, development, testing, deployment, documentation, and maintenance of Geographic Information Systems (GIS) desktop, web-based, and mobile applications.
- Be an active member of the MSTS Emergency Response Organization GIS Duty Position.
- Participate in drills and exercises and respond to real-world events. Support emergency response activities, including rapid development of GIS data and products.
- Prepare/support preparation of GIS data reports.
- Assist in developing system, application, and user-training documents.
- Assist in troubleshooting and maintaining GIS Department systems.
- Contribute to solutions of problems and issues with well-defined scope and moderate complexity, utilizing a well-defined set of technologies. Solutions use established standards, practices and procedures as well as technical knowledge to address problems and complete tasks. Solutions may require evaluation of standards and processes.
- Define specifications for procurements and initiate purchase requests.
- Frequent use and application of established technical standards, principles, theories, concepts, and techniques.
- Perform other duties assigned by Management.
- Bachelor’s degree in a calculus-based (STEM) field, plus at least 2 years’ relevant experience.
- Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.
- Demonstrated knowledge and experience in the management and use of GIS infrastructure (power, water, roads, etc.) data.
- Knowledge and experience using ESRI product suite, including ArcGIS Pro (and extensions), ArcGIS Field Maps, and ArcGIS Enterprise.
- Knowledge/proficiency with various field data collection systems (GPS and associated mobile applications).
- Firm understanding of SQL and relational databases (especially MS SQL Server).
- Firm understanding of good data governance principles.
- Experience with C#, Python, HTML/CSS, .NET Framework/Core desired but not required.
- Proficient in Microsoft Word, Excel, PowerPoint, and Outlook.
- Able to deal with high-pressure environments; handle multiple tasks with shifting priorities, schedules, and requirements.
- Able to prioritize and schedule multiple activities in the most efficient manner to meet required deadlines and management commitments.
- Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems.
- Able to follow oral and written instructions and follow through on all assignments.
- Ability to communicate with all types of people, experience, and positions in a tactful, professional, and effective manner while screening and maintaining confidentiality.
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) is required in support of these functions.
- Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
