Primary Purpose Of Position

The Surgical RN provides medical care services required during Military Treatment Facility (MTF) operations. The RN is responsible for providing clinically competent medical care services within their scope of practice. The RN working at any Defense Health Agency (DHA) site is responsible for safe patient care and ensuring adherence to all Policies and Procedures.

Core Duties

  • Perform a full range of RN duties in accordance with assignment under the task order, including triage; patient assessment and monitoring; use of patient monitoring and treatment equipment; appropriate nursing care, procedures, and treatments; execution of physicians’ orders within the guidelines of standard nursing practice; documentation of patient care and observations; and patient education and emotional support.
  • Ensure compliance with standards of care and practice in accordance with all established policies, procedures, and guidelines used in the MTF.
  • Perform physical exam and health histories.
  • Provide health promotion, counseling, and education.
  • Skill/management of waived testing and laboratory collections (if required for the assignment).
  • Appropriate and thorough documentation in patient records.
  • Provide clinical guidance and instruction to LPNs/LVNs, nursing assistants, and ancillary personnel.
  • Accountable for making patient care assignments based on the scope of practice and skill level of assigned personnel.
  • Recognize adverse signs and symptoms and quickly react in emergency situations.
  • Communicate and collaborate with a diverse group of people for the purpose of informing the healthcare team of plans/actions, for teaching/education to benefit the patient/family and organization.
  • Follows standing orders as applicable.
  • Responsible for assessment and treatment of patient’s emergent needs in a nontraditional/traditional setting.
  • Attune assessment and critical thinking skills to ensure appropriate care can be delivered safely and within the scope of capabilities of the available resources and supplies.
  • Administers medications and treatments via oral, parenteral, and intravenously (as required by area of assignment).
  • Skilled at safely establishing, preparing, administering, maintaining, and monitoring intravenous lines/infusions/medication (if required for the assignment).
  • Serve as a staff resource for knowledge of both external and implantable venous devices and peripheral intravenous catheters: provide patient and family instruction on venous access devices; draw specimens and administer fluids and medications through these lines (if required for the assignment).
  • Medication and intravenous (IV) administration to include blood products and Total Parental Nutrition (TPN) intramuscular (IM) and subcutaneous (SQ) administration and demonstrate competency in phlebotomy as specific to the position and assignment.
  • Proficient in providing care and treatments to adults and pediatrics patients.
  • If specialty performs moderate sedation in task order, Moderate Sedation Certification must be completed under direct supervision until competence is proven.
  • Provide treatment and discharge instructions upon patient release.
  • Perform assessment/data collection in an ongoing and systematic manner, focusing on physiological, psychological, and cognitive status.
  • Demonstrate sound knowledge base and action in the care and decision making for designated patient populations. If weaknesses or deficiencies are identified either by peer reviews, quality control reports (QCRs), or evaluations, the RN will be required to complete refresher training (in-services, competency reviews, continuing education, etc.) at Contractor expense.
  • Perform documentation (manually and/or by use of computer) duties on unit and in-patient record that are timely, accurate, and concise.
  • Implement care in a knowledgeable, skillful, consistent, and continuous manner.
  • Demonstrate competency in medication and intravenous (IV) administration to include blood products and Total Parental Nutrition (TPN) intramuscular (IM) and subcutaneous (SQ) administration and demonstrate competency in phlebotomy as specific to the position.
  • Safely administer prescribed medications to include intravenous drips and intravenous push drugs.
  • Operate and monitor the performance of sophisticated equipment used in the care of critically ill patients, including but not limited to mechanical ventilation and invasive and noninvasive hemodynamic monitoring. Interpret and respond to complex technological data generated by such equipment (if required by area of assignment).
  • Administer a wide variety of rapid-acting, highly potent medications according to unit policies, procedures, and protocols. Use a broad knowledge of drugs and intravenous therapy, including properties, indications, dosage/rate, and side effects.
  • Closely monitor and document patient response and adjust therapy accordingly (if required by area of assignment).
  • Demonstrate effective and professional communication methods, and skills, using lines of authority appropriately.
  • Participate in the orientation and training of newly assigned unit personnel. Participate in cross-training initiatives.
  • Provide input into competency assessments of newly assigned unit personnel.
  • If directed, perform phone triage based on accepted protocols and assist as needed in accessing appropriate ambulatory/emergency care for beneficiaries.
  • Coordinate comprehensive nursing care in accordance with the Joint Commission, Ambulatory Care and other relevant standards and policies.
  • All other duties as assigned. The list of essential functions is not exhaustive and may be supplemented and changed, as necessary.

Physical Demands

Bending, crouching, kneeling, squatting, lifting/carrying up to fifty (50) lbs., handling (holding, grasping, turning, or otherwise working with the hand or hands), fingering (picking, pinching, fine manipulation), sitting, standing for long periods of time, and walking. Seeing and hearing alarms and settings during and after business hours and responding according to training and procedures. Setting and resetting devices with small knobs and handles.

Requirements

Required Qualifications

  • Degree: Minimum of a bachelor’s degree of nursing.
  • Education: Graduate from a college or university accredited by National League for Nursing Accrediting Commission (NLNAC), or The Commission on Collegiate Nursing Education (CCNE). As an alternative to the education requirements in the basic contract, the candidate may be a graduate of a state accredited professional nursing program OR a program accredited by Accreditation Commission for Education in Nursing (ACEN) or Commission on Collegiate Nursing Education (CCNE).
  • Certification: RN Ambulatory Infusion Center/AIC requirement: If required by NMCP, be trained and become certified in the administration of moderate intravenous (IV) conscious sedation via the NMCP moderate intravenous sedation class. RN AIC – completed and renewed the Oncology Nursing Society (ONS) Chemotherapy/Biotherapy Provider course. The Chemotherapy/Biotherapy Provider card must be continually renewed per ONS guidelines during the life of the task order.

Active CPR/BLS certification. Active ACLS certification (RN AIC, RN SDSU/PACU and RN SDSU). Active PALS certification (RN SDSU/PACU and RN SDSU).

  • Experience:

RN Department of Surgery General Surge Clinic and RN Department of Surgery Outpatient Clinic: minimum experience of one (1) year within the last two (2) years as an RN working in a hospital- based surgical inpatient setting.

PACU: minimum of one (1) year of experience as an RN working in PACU setting and in a SDSU performing Phases I and II care of patients within the last two (2) years.

RN SDSU (same day surgery unit): minimum of one (1) year of experience as an RN working in an ambulatory surgery center/SDSU, performing phase II care to patients within the last two (2) years.

RN AIC (ambulatory infusion center) - Possess a minimum of one (1) year experience within the last two (2) years as an RN working in a medical/surgical setting or in an oncology setting administering chemotherapy agents.

  • Licensure: Current, full, active, and unrestricted license to practice as a Registered Nurse in any one (1) of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, or the U.S. Virgin Islands.

Preferred Qualifications

  • Experience working with Veterans, Service Members, and Federal Employees.
