Job Summary

The Research Engineering Scientist Associate I, will perform professional-level engineering and scientific research assignments. Performs moderately complex engineering work at a professional level in the evaluation, review, selection, adaptation, and modification of standards, techniques, procedures, and criteria.

The annual salary for this position ranges from $45,000 to $50,000. The final offer will be based on the candidate’s experience, qualifications, and overall fit for the role.

Essential Duties And Responsibilities

  • Review Concentration Time (CT) study submittals to apply appropriate regulatory requirements. Draft appropriate correspondence memorializing the decision for review and signature of the supervisor or other senior staff.
  • Performs research and provides recommendations to the team leader and management on rules and regulations. Assist in revising guidance documents and SOPs.
  • Provide technical assistance to consulting engineers, city and county officials, water system owners and operators, agency staff, other governmental agencies, and the public.
  • Assist with the training of any new employee(s) and help prepare tools needed to understand boththe technical and administrative sides of the program.
  • Performs other duties assigned.

Minimum Qualifications

  • Bachelor’s degree and one year of experience in environmental quality management, public utilities, chemistry, business administration, data analysis, or related field; or equivalent combination of education and relevant experience may be substituted as

  • Two years of experience in reviewing CT studies for regulatory compliance. One year of experience preparing guidance documents and SOPs.

Knowledge, Skills and Abilities

  • Solid working knowledge of Microsoft Teams, Word, and Excel; and PC’s. Solid working knowledge of database entry; ability to learn TCEQ databases.
  • Solid working knowledge of TCEQ and Environmental Protection Agency rules, regulations, and procedures related to publicly owned treatment works and pretreatment programs.
  • Skill in organization and attention to detail, and the ability to work independently once trained. Exercise independent judgment and initiative under general supervision.
  • Ability to mentor newer staff as needed throughout the training process.
  • Ability to integrate complex concepts, procedures, and processes. Communicate verbally with clients, customers, and coworkers to gather information and/or explain policies and procedures.
  • Ability to draft routine correspondence, reports, documents, policy, procedures, case narratives, or prepare other lengthy documents via handwritten or the use of technology.
  • Perform visual tasks that require prolonged attention to detail, such as editing and proofreading.
  • Ability to hear and understand speech to interact with coworkers/clients/customers on a routine or frequent basis with the use of amplifying equipment/hearing aids if needed. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Other Requirements Working Conditions

  • Job activities include, but are not limited to, sitting, standing, lifting, and carrying batches of paper up to 10 lbs.
