As the Crime Information Center Supervisor, you will oversee the department’s critical information exchange systems. This position supports patrol officers and detectives by directing the discovery, analysis, and dissemination of vital intelligence and evidence from a wide range of data sources. While this is primarily a sedentary, office-based role, its impact on field operations is significant. The TAC is a vital force multiplier in the department’s efforts to deliver exceptional police services and ensure a safe community for all.

Summary of Duties: Responsible for ensuring the City of Plano's compliance with TLETS/NLETS/TCIC/NCIC policies and the CJIS Security Policy as mandated and monitored by DPS and FBI. Ensures City of Plano stays connected with the law enforcement community both nationally and internationally.

  • Supervises activities for assigned personnel including recruitment, training, assigning, and monitoring work, evaluating performance, counseling, disciplining, and recommending separations.
  • Conducts audits, research, and quality control efforts to locate areas for process improvement and data accuracy, updates procedures as appropriate.
  • Reviews and analyzes data to determine trends and critical issues or errors to ensure integrity and accuracy of data for regional, State and Federal compliance.
  • Develops, implements, and amends the Real Time Information Center’s Standard Operating Procedures.
  • Assists in making recommendations for development and implementation of programs, policies, and procedures to improve efficiency and productivity.
  • Identifies, prepares, conducts, and documents the appropriate state certification training to city personnel, police department volunteers, contractors, and vendors; prepare for DPS and TCOLE audits of certification classes conducted.
  • Supervises, schedules, reviews, and evaluates the work activities of assigned staff; approves timesheets, and coordinates with police supervisors to ensure all priorities for the agency are met.
  • Receive and distribute monthly validations, assign, monitor and spot check for accuracy; certify that the process has been completed
  • Serves as the back-up Terminal Agency Coordinator; assists with overall compliance for the agency.
  • Provide floor coverage as needed, performing all responsibilities and duties of a Crime Information Center Specialist to ensure continuous and effective operations.
  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties

  • Coordinates the fingerprints of city personnel, vendors, and contractors that access law enforcement systems both physically and digitally; monitor police contact ensuring compliance regarding access to our buildings and computer systems.
  • Receives and responds to internal and external requests for information regarding the use by city personnel of law enforcement systems for criminal or internal investigations.
  • Requests the State to conduct national searches for information regarding the use of the law enforcement system for criminal or internal investigations.
  • Follows State and Federal legislation and updates policy and/or procedures accordingly
  • Performs other duties as assigned.

Typical Decisions: This position works with multiple city departments to ensure TCIC/NCIC and CJIS Security Policy compliance, establishing policies and procedures to maintain compliance across departments. The incumbent exercises independent judgment in prioritizing tasks and addressing issues, providing solutions, formulating procedures, and developing strategies for implementation. Additionally, the role includes establishing performance measures for support staff and evaluating employee performance against these standards.

Minimum Qualifications

Knowledge of : Computer system security, Microsoft Office software (Word, Excel, Outlook), TLETS/NLETS/TCIC/NCIC system.

Skills And Abilities

  • General office work proficiency, including the ability to type at a rate of 50 words per minute.
  • Basic supervisor skills (e.g., leadership, problem solving, coaching, and decision making).
  • Attention to detail, especially during data entry and/or quality control tasks.
  • Efficiency in research and the acquisition of essential information using disparate data sources.
  • Effective Communication skills (both verbal and written).
  • Ability to review large amounts of data and identify relevant trends or patterns.
  • Ability to effectively track and manage multiple projects, including coordination with other departments.
  • Ability to create training materials and provide instruction to others in a classroom setting.

Education: Bachelor’s degree in criminal justice administration, law enforcement, public or business administration, social science or related field.

Experience: Five (5) years NLETS/TLETS/NCIC/TCIC experience, including one (1) year of supervisory experience.

Any equivalent work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: It is a state regulation that personnel be required to obtain the following certifications within 6 months of hire:

  • TCIC Full Access certification (24-hour course)
  • 28 CFR Part 23 certification

Must be able to obtain TCOLE Basic Instructor Certification and DPS Associate Instructor Certification within 12 months of assignment.

Conditions of Employment: Must pass a drug test, driver license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment ; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone . Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds .

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
