Description

The Senior Engineering Manager is responsible for leading engineering efforts related to plant infrastructure, capital improvement projects, and regulatory compliance across all ready-mix concrete facilities. This role provides technical leadership on facility upgrades, equipment installations, permitting requirements, and environmental standards. The position serves as the primary engineering authority on construction and development initiatives and ensures full compliance with all applicable environmental regulations and permits.

Key Priorities & Responsibilities

Engineering Leadership & Plant Systems

  • Oversee the planning, design, and execution of plant upgrades, new equipment installations, and process improvements.
  • Provide technical guidance for structural, mechanical, and civil engineering aspects of concrete plant facilities.
  • Coordinate with operations, maintenance, and production teams to ensure engineering initiatives align with business goals.
  • Conduct feasibility studies and technical evaluations for plant optimization and expansion opportunities.

Capital Project Management

  • Manage end-to-end execution of capital projects, including budget development, contractor oversight, timeline tracking, and quality assurance.
  • Develop project scopes and technical specifications in collaboration with internal stakeholders and external engineering firms.
  • Ensure project compliance with structural standards, engineering codes, and safety guidelines.
  • Lead contractor selection and negotiation processes, and manage vendor relationships.

Environmental Compliance & Permitting

  • Oversee environmental compliance programs, including air emissions permitting (Title V or state permits), stormwater/NPDES, dust control, and materials handling.
  • Serve as the liaison with environmental agencies and ensure all plant activities meet federal, state, and local environmental regulations.
  • Maintain accurate records for inspections, reporting, and permit renewals.
  • Collaborate with environmental consultants, legal teams, and regulators on compliance strategies and audits.

Requirements

Qualifications:

  • Bachelor’s degree in Civil, Mechanical, or Industrial Engineering required; Master’s degree preferred.
  • Professional Engineer (P.E.) license strongly preferred.
  • 8+ years of engineering experience in industrial or heavy materials operations, with at least 3 years in a leadership capacity.
  • Proven experience managing capital construction projects and budgets in a multi-site environment.
  • Strong understanding of air permitting, environmental reporting, and compliance regulations in the construction materials or manufacturing sector.
  • Skilled in AutoCAD, project scheduling software (e.g., MS Project), and CMMS systems.
  • Excellent leadership, communication, and cross-functional collaboration skills.

Work Environment

  • Travel to plant locations (approximately 30–50%).
  • Mix of office, project site, and industrial plant environments.
  • Occasional exposure to dust, noise, and heavy equipment during site visits.
