Description

The Department of Administration, Division of Public Works, is seeking an experienced Leasing Professional to manage the Statewide Leasing program. At the Department of Administration, be prepared to feel important, needed, and surrounded by great people!

We are seeking a personable and professional individual with strong leadership skills and experience in negotiating commercial real estate leases, purchases and evaluation of potential properties. This position negotiates statewide leases and is a key position in the Division of Public Works.

We serve Idaho by promoting responsible government through expert customer support.

Responsibilities

  • Manages the statewide facility leasing program by working with various state agencies in identifying leased space options, site selection, defining space needs, enforcing state facility standards and providing market analysis;
  • Develops and issues Requests for Proposals (RFP) for spaces over 2,999 square feet to satisfy agency office, warehouse or retail space needs;
  • Provides agencies with facility budgets and recommendations. Analyzes proposals using Net Present Value (NPV) and market statistics;
  • Ensures state facilities comply with facility space standards and building code requirements;
  • Conducts analysis of lease versus purchase models for agencies using NPV calculations and updates model based on current market conditions as needed;
  • Negotiates, drafts, and finalizes contract terms between agencies and property owners including early termination provisions, triple net provisions and landlord concessions;
  • Performs property audits and inspections as needed;
  • Provides cost analysis, market research and marketing recommendations for real property sales or purchases;
  • Negotiates and closes purchase and sale transactions;
  • Presents statewide leasing reports to the Permanent Building Fund Advisory Council monthly;
  • May include limited overnight travel (estimated at 2-3 days per month).

Minimum Qualifications

  • Good knowledge of:
    • Commercial real property leasing and purchasing and commercial property evaluation;
  • Experience:
    • Negotiating commercial lease terms;
    • Developing and monitoring budgets;
    • Reviewing and interpreting building plans and specifications;
    • Using a personal computer to prepare correspondence and reports.
