The Bureau of Asset Management is responsible for oversight of the investment portfolios of the five New York City pension systems. The Investment Officer – Performance & Risk Reporting is responsible for the production, validation, and analysis of investment performance and risk metrics across large multi-asset class portfolios managed on behalf of the five New York City pension systems. This role supports internal investment staff, executive leadership, and trustees by delivering accurate performance reporting, insightful risk analysis, and clear communication of portfolio results.

Key responsibilities include calculating portfolio returns, monitoring risk exposures, overseeing performance composites, and maintaining data integrity across reporting systems. The Investment Officer will also collaborate across departments to support governance, oversight, and strategic initiatives. Familiarity with investment reporting best practices, including GIPS standards and relational database tools such as SQL or Access, is highly valued.

Performance Measurement & Reporting

The Investment Officer will report to the Senior Investment Officer - Risk, responsibilities include, but are not limited to, the following:

  • Calculate and validate portfolio returns at the total fund, asset class, and manager levels using time-weighted and IRR methodologies.
  • Maintain performance composites and benchmark-relative results; assist in applying GIPS-aligned best practices where appropriate.
  • Prepare recurring and ad hoc performance reports for internal staff, trustees, and external consultants.

Risk Analysis & Monitoring

  • Produce and interpret portfolio risk metrics including volatility, beta, tracking error, and exposure concentrations.
  • Support risk oversight across public and alternative investments, highlighting deviations from policy targets or limits.

Manager Oversight Support

  • Review and reconcile performance data from external managers and custodians.
  • Assist investment staff in evaluating manager performance and identifying areas for follow-up or escalation.

Data Management & Reporting Infrastructure

  • Extract, validate, and maintain data using tools such as SQL, Access, and Excel; support reporting automation and process improvement efforts.
  • Ensure consistency and integrity across performance systems, custodial data feeds, and internal databases.

Cross-Functional Collaboration

  • Coordinate with investment, operations, compliance, and external service providers to support governance, transparency, and audit readiness.
  • Contribute to strategic projects such as asset allocation studies, policy reviews, and system enhancements.

INVESTMENT MANAGER (COMPTROLLE - 95611

Minimum Qualifications

  • A graduate degree from an accredited college or university with major studies in finance, economics, accounting, or business, or a related field and three (3) or more years of full-time experience in a financial services organization, preferably performing functions similar to the ones listed in the job description above; or,
  • BS/BA degree from an accredited college in the fields mentioned in “1” above and five (5) or more years of progressively responsible full-time professional experience as described above; or,
  • A satisfactory equivalent of education and experience mentioned in “1” or “2” above.

Preferred Skills

Proficiency in investment performance measurement and risk analytics, including common return calculations and risk metrics (e.g., time-weighted returns, IRR, volatility, tracking error). Familiarity with Global Investment Performance Standards (GIPS ) and composite reporting best practices. Experience with leading investment analytics platforms (e.g., Bloomberg, BarraOne, eVestment, FactSet). Familiarity with performance systems (e.g., Solovis, Eagle, Clearwater). Strong Excel skills working knowledge of SQL and Access. Experience with data visualization tools (e.g., Power BI). Knowledge of public pension structures and external manager oversight. Strong analytical, communication, and data quality skills.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
