Basic Purpose
The IT Business Analyst serves as a key liaison between business and technology teams to analyze, evaluate, and improve systems, processes, and data usage across the agency. This role requires a strong understanding of both business operations and IT systems to identify technical solutions that enhance efficiency and service delivery. The incumbent supports technology planning, leads data-driven initiatives, and ensures that system changes align with strategic goals. The ideal candidate combines business analysis skills with technical expertise in system design, data platforms, and software implementation.

This is the career level of this job family where employees are assigned responsibilities at the full performance level for a full range of work related to the analysis of functions, procedures, systems, policies, etc., within an organization. This includes leveraging data to drive strategic decisions and support business objectives and goals, focusing on analyzing complex data sets to provide actionable insights, developing effective visualizations, and contributing to the deployment of the solution(s) to support strategic objectives and goals.
Knowledge, Skills, Abilities, And Competencies
Education and Experience requirements at this level consist of a bachelor’s degree and three (3) years of professional level experience in business or public administration, systems analysis, data science, data analysis, or similar experience; or an equivalent combination of education and experience substituting one (1) year of experience for each year of the required degree.
Special Requirements
Some agencies may require experience working with Business Intelligence platforms, software applications, data mining, or visualizations. Some agencies may require experience in a specific Business Intelligence platform (e.g., Microsoft Power BI, Tableau, or Qlik).
This is not a remote position. This position may require in-state travel as needed.

Typical Functions
- Partners with IT teams and business units to evaluate existing systems, identify gaps, and recommend solutions that improve technical infrastructure and operational performance.
- Conducts detailed requirements gathering for IT-related initiatives, including system upgrades, data integrations, automation tools, and platform migrations.
- Collaborates with developers, cybersecurity teams, and solution architects to define and document system functionality, technical specifications, and data flows.
- Analyzes and evaluates agency structures, workflows, and software tools to recommend enhancements to applications, databases, and digital services.
- Leads or supports implementation of new software systems, ensuring alignment with business goals, security standards, and user needs.
- Uses Business Intelligence platforms and data analytics tools (e.g., Power BI, Tableau, Qlik, SQL) to develop reports, dashboards, and visualizations that support executive decision-making.
- Applies predictive modeling, data mining, and trend analysis to IT-related business problems.
- Supports IT change management processes by documenting impacts, communicating with stakeholders, and training end users.
- Advises on IT project feasibility, system performance metrics, and technical risk mitigation strategies.

- Knowledge of systems analysis, business process modeling, and software development life cycles (SDLC).
- Knowledge of data modeling; statistical analysis; predictive modeling; and Business Intelligence platforms (e.g., Power BI, Tableau, Qlik).
- Proficiency in data manipulation languages (e.g., SQL).
- Skill in problem-solving; communicating and presenting data insights to stakeholders at various levels; and maintaining and increasing business acumen.
- Ability to translate business requirements into functional and technical specifications.
- Ability to implement and manage solutions including dashboards, reports, analytics platforms, and other IT tools.
- Ability to work collaboratively in a team environment and interface with both technical and non-technical users.
