Job Purpose And Reporting Structure
Under the direction of the Director of Community Services, the Director of Homeless Services provides strategic oversight, system-level leadership, and ensures grant compliance for Outreach’s Street Outreach, PATH (Project for Assistance in Transition from Homelessness), and Rapid Rehousing programs. This leadership role is critical in shaping the strategic direction of the agency’s homeless services portfolio, aligning it with organizational goals, fostering key partnerships, and supporting staff development through the direct supervision of the Homeless Services Manager.

This position directly supervises the Homeless Services Manager and provides leadership to ensure programmatic alignment with the agency’s mission and strategic goals. Responsibilities include mentoring, goal setting, performance evaluation, and strategic oversight in accordance with organizational policies and applicable laws.

This leadership role is critical in shaping the strategic direction of the agency’s homeless services portfolio, aligning it with organizational goals, fostering key partnerships, and supporting staff development through the direct supervision of the Homeless Services Manager.
Essential Duties And Responsibilities
The essential functions include, but are not limited to:
- Lead strategic planning, development, and implementation of all homeless services programs.
- Represent the agency at local, state, and federal levels on homelessness initiatives, including participation in Continuum of Care (CoC), Provider Advisory groups, grantee meetings, community events, and health fairs.
- Oversee program budgets and provide final approval on grant applications related to homeless services.
- Ensure programmatic and contractual compliance, achievement of outcome measures, and submission of timely and accurate reports to funders and stakeholders.
- Collaborate with the Grants and Development teams to identify and pursue new funding opportunities.
- Oversee and interpret specialized data reports (e.g., PDX, Direct Benefits), ensuring accuracy and compliance with elevated reporting requirements.
- Integrate homeless services with the broader operations of the Community Services department.
- Provide direct supervision, mentorship, and strategic guidance to the Homeless Services Manager.
- Lead continuous quality improvement (CQI) initiatives to enhance program outcomes and operational effectiveness.
- Maintain documentation of strategic procedures, workflows, and policies to ensure operational continuity.
- Coordinate with internal departments to align the Mobile Health Unit with the objectives of Homeless Services, as appropriate.
- Participate in internal and external audits related to the agency’s homeless services programs and subcontracted partners.

Education And Experience Requirements
- Master’s degree in Social Work, Public Administration, Human Services, or a closely related field is required.
- Minimum of five (5) years of progressively responsible leadership experience in homeless services or community-based programs.
- At least two (2) years must include strategic or systems-level responsibilities.
- Experience in grant writing, budget oversight, and program compliance required.
- Strong familiarity with homeless service systems and Continuum of Care (CoC) processes preferred.
