Job Description

Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities

MSTS Human Resources is seeking an experienced Principal Technical Recruiter (Principal Human Resources Specialist) to source and recruit the highly skilled candidates to meet the evolving needs of the organization. The Principal Technical Recruiter will focus on talent sourcing, candidate identification, networking and relationship building with potential candidates, attending networking events, and will introduce and monitor recruitment best practices.

Key Responsibilities

  • Manage full-cycle recruitment for technical roles including but not limited to scientists, engineers, and IT professionals.
  • Collaborate with hiring managers to understand technical role requirements and source applicable candidate pools to support for workforce planning, forecasting, succession planning, and recruiting strategies.
  • Build and maintain talent pipelines for key technical roles.
  • Execute search strategies across all candidate channels: applicants, employee referrals, direct sourcing, and networking.
  • Find, engage and activate passive candidates using best practices in candidate sourcing, such as Boolean, social media, research and market mapping, networking, LinkedIn Recruiter and resume databases, and alternative search techniques.
  • Perform screens to assess candidates for technical skills and cultural fit.
  • Present and make candidate recommendations to the hiring leaders to initiate the formal interviewing process.
  • Provide real-time market analysis to the hiring leaders regarding skillset viability that could impact time-to-fill; provide alternative solutions and research adjacent industries that could be applicable.
  • Manage expectations by communicating project status and issues, resolving concerns, analyzing time and cost issues, and preparing reports.
  • Track requisition metrics and provide relevant reporting to the business functions (candidate slate reports, job description editing, candidate presentations, etc.).
  • Conduct all recruiting assignments and activities in compliance with OFCCP, company policies, and government regulations.
  • Represent the NNSS in community and at recruiting events.
  • Stay abreast of HR trends and regulations and makes recommendations for continuous improvements.
  • Support the HR department in implementing programs to help improve the employee experience.

Qualifications

  • Bachelor’s degree in human resources or related field and at least 8 years’ of professional level experience, or equivalent training and experience.
  • Direct experience should include demonstrated skills in talent acquisition full lifecycle recruiting, including reviewing resumes, screening candidates, interviewing, and recruiting tools (HRIS and ATS).
  • 8+ years in corporate HR recruiting function; successful track record of delivering qualified and vetted candidates by aligning them to position requirements for optimal fit.
  • Required experience recruiting technical professionals in science engineering, construction, and IT roles.
  • Experience supporting federal government contractor recruiting requirements highly desired, or experience in a government contracting environment such as DOE or NNSA entities.
  • Knowledge of state and federal employment laws, related government regulations, professional “best practices”, and industry trends as they apply to all HR staffing functions and responsibilities.
  • Demonstrated ability to develop and maintain strong and effective relationships with customers and internal senior management and staff, comfortable supporting customers with ever-changing requirements and occasional ambiguity.
  • Effective verbal and written communication and interpersonal skills; ability to communicate at all levels internally and externally; ability to handle sensitive and confidential data relative to an HR function; ability to exercise clarity and directness in all forms of communication.
  • Must possess excellent communication skills on technical and non-technical topics.
  • Strong computer skills with Microsoft business applications software, staffing software packages (Oracle HCM Talent Cloud preferred), internet sources, and other HRIS staffing systems.
  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
  • Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is: $99,790.57 to $152,180.63.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
